The midfielder arrived at Eastlands in summer 2012 in a surprise £16m deal from Portuguese giants Benfica.
But with the champions forced to trim their squad after falling foul of financial fair play rules
and following the arrival of Brazilian Fernando, he has been deemed surplus to requirements.
City are hoping to recoup most of the fee they paid for the Spain international.
While negotiations with Zenit - now managed by ex-Chelsea and Spurs boss Andre Villas-Boas -
are likely to continue over the weekend, it now seems certain Garcia is on his way out.
He will follow Joleon Lescott, Jack Rodwell and Gareth Barry in departing this summer. And more may leave as manager
Manuel Pellegrini looks to trim his squad to meet the requirement that he selects from only 21 senior players in the Champions League. The City boss must also have at least FIVE English or English-trained players in his European squad
so he may be reluctant to allow Micah Richards and Dedryck Boyata to go, even though both want first team football.
