Manchester City fined and squad capped for FFP breach



Manchester City have been fined £49m, £32m of which is suspended,
and can only name a 21-man Champions League squad next season after failing Uefa financial fair play rules.
Another sanction means City can only spend £49m on players this summer, as well as any transfer fees they receive.
And their wage bill for 2014-15 must stay the same as this season.

Paris St-Germain, one of eight other teams to breach the rules, have been handed a similar fine and cap as City.
A City statement  said that they only fielded 21 players in the Champions League this season,
were not planning to spend a net amount of more than £49m on players this summer and expected their wage bill to be lower next season anyway.
"At the heart of discussions is a fundamental disagreement between the club's and Uefa's respective
interpretations of the FFP regulations on players purchased before 2010," it read.
"The club believes it has complied with the FFP regulations on this and all other matters.
"In normal circumstances, the club would wish to pursue its case and present its position through every avenue of recourse.
However, our decision to do so must be balanced against the practical realities for our fans, for our partners and in the interests of the commercial operations of the club."
The statement added that the club expected to be operating without sanction or restriction at the beginning of the 2015-16 season.
Clubs who breached the rules had to reach a deal with Uefa, which City have done, or else take it to an adjudicatory panel in June.

The other clubs guilty of breaking the rules were Russian sides Zenit St Petersburg, Rubin Kazan and Anzhi Makhachkala,
Turkish clubs Galatasaray, Bursaspor and Trabzonspor and Bulgarian club Levski Sofia.
City posted combined losses of almost £149m for the past two seasons - £97m in 2012 and £51.6m in 2013.
Uefa introduced FFP because it fears many clubs are risking their futures by spending beyond their means,
while Uefa president Michel Platini also believes the big spending of some clubs is ruining the game.
PSG's failure to adhere to FFP is understood to stem from the club's controversial contract with the Qatar Tourism Authority.
The contract is said to have been ruled as valid by Uefa but the overall value of the deal - worth up to £165m per year - has been deemed excessive.
PSG are also understood to have argued with Uefa that French income tax levels in France made complying with FFP more difficult.
Sources close to the club say that, over a three-year period, they will pay £163.9m more in wages than an equivalent club based in Germany because of taxation.
Uefa ultimately rejected the club's argument that they have to pay higher gross salaries to attract and keep their star players.

Manchester City facing Uefa sanctions over finances



Manchester City and Paris St-Germain are facing fines in the region of £50m,
restrictions on their Champions League squad size and a wage limit for failing Uefa financial fair play rules.

BBC Sport has learned the two - among nine clubs under examination by Uefa for failing the governing body's "break even" test - face similar penalties.
It is believed a Champions League squad reduction could see the clubs restricted to using anywhere between 18 and 21 players in
Uefa's premier competition. A normal squad size is 25.

A wage cap could also be introduced on the errant clubs to ensure there is no rise on this season's squad wage bill for the Champions League.
Negotiations between PSG and the investigatory panel of Uefa's Club Financial Control Board (CFCB)
are thought to be nearing a conclusion with the French club prepared to accept a 21-player cap on the size of their Champions League squad for next season.
That measure will be combined with a limit on the overall wage bill for their Champions League squad, meaning PSG cannot exceed the amount they spent on salaries this season.
It is believed the club will also have part of their Champions League payments and prize money withheld by Uefa for the next three seasons,
equating to £16.5m per season.It is thought clubs have until Friday to agree a "settlement" with Uefa.


Failure to agree a deal would see a club referred to an adjudicatory panel in June where a non-negotiable penalty would be applied.
At that stage clubs could then seek a final appeal at the Court of Arbitration for Sport in Switzerland.
City manager Manuel Pellegrini sidestepped the sanctions issue at a news conference on Tuesday.
He said: "When it is official news of Uefa we can analyse what happens with the team. In this moment we don't know what happens."

Under Uefa's FFP rules, clubs can lose no more than £37m over the previous two seasons.
City posted combined losses of almost £149m for the past two seasons - £97m in 2012 and £51.6m in 2013.
Arsenal and Manchester United were in the black for the last two seasons, so they have nothing to fear from Uefa's financial fair play scheme.
Chelsea made a £49.4m loss last year but registered a £1.4m profit in 2012 so will comply with the new regulations.
Liverpool, who have lost £90m over the last two years but have not played in Europe this season, will not have to pass the FFP rules until next autumn.

PSG曼城違財政公平競技 或被處罰


【now.com體育】歐洲足協雷厲風行「財政公平競爭原則」,有傳球壇豪門曼城及巴黎聖日耳門將要接受「重罰」。

根據歐洲足協「財政公平競爭原則」,在2011/12及2012/13球季中錄得超過4500萬歐元財政損失的球隊就有機會面對處罰。而受到中東巨資資助的曼城及巴黎聖日耳門,正正在這兩個球季大肆擴軍,有機會違反「財政公平競爭原則」。根據此守則,對球隊最大的處罰為禠奪歐聯比賽資格,甚至連到手的聯賽冠軍亦要被奪走。然而,英國《郵報》就指兩隊球隊最多只會面臨罰款。

曼城主帥柏歷堅尼(Manuel Pellegrini)亦笑對「財政公平競爭原則」的威脅:「(對於我們會否被處罰)我認為不會。歐洲足協一定要先開口,我們才會知道有甚麼選擇可做。當然這對球會而言很重要,但我不是處理這些事務的負責人。」

However, the Telegraph report, which did not cite any sources, said that City and PSG were more likely to be hit with a financial penalty.

The paper said that “fewer than 20〃 clubs were at risk of sanctions.

Manchester City and PSG breach Uefa FFP rules

Manchester City and Paris St-Germain have both been found to have breached Uefa's financial fair play (FFP) rules.

Under 20 clubs in total are understood to have failed to meet the criteria.

They have received settlement offers from Uefa's club financial control board (CFBCB), who meet on Thursday.

The clubs must now decide whether to accept the offered sanctions or try to negotiate a lesser punishment that may vary

from a reprimand to a fine up to European squad restrictions next term.

The outstanding cases will go to an adjudicatory panel for a final decision if an agreement cannot be reached.

While the settlements each club have been offered remain unknown, Uefa could reveal the outcomes as early as Friday.

Uefa president Michel Platini recently said he did not think any of the clubs who breached rules,

which limit losses to £37m (45m euros) over the last two years, would be liable to the most powerful sanction of being excluded from European competition next season.

Sides not playing in Europe this season will not have to pass the FFP rules until next autumn.

Man City and PSG are expected to have financial restrictions imposed on their squads for next season's Champions League after breaching UEFA's spending rules.

The expenditure restrictions for breaking the financial fair play (FFP) rules would see both clubs effectively given a limit on the salary bill of their European A squad.

The clubs are also expected to be ordered to make a cut in the number of players permitted in the A squad, which is normally 25-strong, and to be handed large fines when UEFA's club financial control board (CFCB) meets on Thursday and Friday, when a number of other European clubs will also be dealt with.

The sanctions packages are understood to be part of a settlement offer to the clubs, which they can accept, reject or try to negotiate ahead of the meeting.

Both UEFA and City have refused to comment but it is understood the relevant sanction in the FFP rules set to be applied is: "Restriction on the number of players that a club may register for participation in UEFA competitions, including a financial limit on the overall aggregate cost of the employee benefits expenses of players registered on the A-list for the purposes of UEFA club competitions."

The idea of the sanctions is that a restriction in the expenditure on players by both clubs who have breached the rules will help them in their efforts to comply with the limits on losses in future seasons.

Clubs can lose up to 45 million euros (£37million) over the last two years under UEFA's rules.

City made losses of £97.9million in 2012 and £51.6million last year, but were able to write off some sums spent on facilities, youth development and a number of other items.

Both Abu Dhabi-owned City and PSG have a number of sponsorship deals related to their owners which the CFCB had to determine were of fair market value.

Qatari-owned PSG effectively wiped out its annual losses of 130 million euros (£107.4million) by announcing a back-dated sponsorship deal with the Qatar Tourism Authority worth up to 200 million euros a year.

According to French newspaper La Parisien, the CFCB determined that PSG's sponsorship deal with the tourism authority should have a fair market value of half its current price.

No other English club has been deemed to have breached the FFP rules, and UEFA president Michel Platini said last week he did not think any of the clubs - understood to number fewer than 20 - who breached rules will be banned from European competition next season.

All sanctions are expected to be confirmed by UEFA's FFP adjudicatory body next week.
