The real pressures on government are from ppl in mainland, 7m ppl in Hong Kong doesnt mean much to them, at least not to the highest authority.
For China to change, either by a) luck, hope for a good leader to start the engine, or b) either a hugh social/econ/etc collapse happens, triggered by events that I cannot predict.
When central government feel the necessity of change (by any reason) through either way I mentioned above, they might be willing to use Hong Kong as a test field.
However, I can see no sign of b) happening, at least not in a long time. So maybe we can try to approach the central government if a) happens. I know a) depends on luck, but remember it can happen, not "totally impossible". An example will be Gorbachev in USSR.
When time passes, people of "after 80/90" will enter the leadership and I believe things will change. Even people in mainland only gain a limited access of internet, the flow of imformation can still be totally different from old times. It still did a hugh impact on people's perspectives, according to Chinese friends I know.
