Toivonen has turned down a switch to Carrow Road despite the Canaries agreeing a £4.5million fee with PSV Eindhoven for the forward.
That news will interest the Baggies, who are long-time admirers of the 27-year-old, but sources in Holland today claimed he could still stay in Eindhoven.
Toivonen has a year remaining on his PSV contract and had been threatened with exile to the club’s reserves after refusing to open talks over a new deal.
However, the Dutch club appear to have softened their stance a little and are believed to be ready to include Toivonen in the squad for their pre-season tour of Germany, which starts next week.
The PSV hierarchy are considering offering Toivonen a one-year extension to his current deal, although the player still seems inclined to run down his current contract and leave next summer on a free transfer.

PSV Eindhoven striker Ola Toivonen insists he has not ruled out making a move to Norwich City this summer.

The Canaries have already had an offer for the Sweden international accepted during the current transfer window, but no agreement has been pushed through.

That was said to be down to Toivonen, who has entered the final year of his contract at PSV.

The 27-year-old is, however, ruling nothing out.

With there still plenty of time for him to make a decision, Toivonen does not want to rush into anything.

That means there is still a chance that he could be lining up in the Premier League this season, with Norwich having worked hard to bring added firepower into their ranks.

On his future, Toivonen told VI: "I did not say definitively it (Norwich) was no longer an option.

"I want to take my time, I do not hurry."
