Blackburn Rovers boss Steve Kean is facing a transfer crisis - after missing out on Belgian midfielder Axel Witsel.

Kean wanted to land the brilliant Standard Liege hard man but the Rovers owners only offered £4 million for him. Portuguese giants Benfica stepped in yesterday with a £7 million deal to beat him in the race.

The Blackburn chief turned to Witsel - who is represented by the Rovers advisers Kentaro - after being priced out of a move for Schalke's United States star Jermaine Jones who starred on loan last season.

Witsel was keen to come to the Premier League, but is opting for Benfica instead because they put a much better package together for him and Standard.

Kean is being dogged by transfer problems and doubts about the size of his budget. Rovers have stepped back from paying for several players in recent weeks.

However the failure to land Witsel - with all of the advantages that Rovers had in the chase - is a depressing setback as Kean looks to make up for the loss of FOUR players who ended the season in his squad.

Phil Jones has been sold, while Jermaine Jones is back in Germany. Both Roque Santa Cruz and Mame Biram Diouf have returned to their clubs. Rovers have not signed a senior player yet.

Albion set to launch club record £6m bid for keeper Foster

West Brom are ready to bid a club record £6million for Birmingham goalkeeper Ben Foster - but it still may not be enough.

Albion have turned to the 28-year-old after missing out on Manchester City’s Shay Given who is heading for Aston Villa. But Birmingham paid an initial £4m - rising to £6m - for Foster and would want closer to £8m.

West Brom have confirmed they have opened talks with Fulham midfielder Zoltan Gera but any deal will be subject to Gera proving his fitness after undergoing ankle surgery on Thursday.

Arsenal and Manchester City set to launch rival bids for Sunderland keeper Gordon

Arsenal and Manchester City are leading the chase for Craig Gordon after Sunderland decided to listen to offers for their Scotland goalkeeper.

With manager Steve Bruce closing in on his 10th summer signing, as he tries to persuade Darron Gibson to follow Wes Brown and John O’Shea from Manchester United to Wearside, the focus at Sunderland is about to shift towards outgoing transfers.

Gordon is seen as the most expendable, after Keiren Westwood’s arrival from Coventry to challenge Simon Mignolet for the No 1 jersey, and has been made available for around £6million.

Manuel Almunia’s exclusion from Arsenal’s pre-season tour points to his likely departure from the Emirates.

Arsenal boss Arsene Wenger admitted he was watching Gordon on a scouting trip to Hampden Park, and he is now ready to move for the 28-year old.

But with Shay Given bound for Aston Villa, City want a keeper of proven Premier League ability and are also keen on Gordon. Both clubs seem sure to drive the price down to around £4m.

Sunderland ready to offer Gyan in bid to land Defoe and join chase for N'Zogbia

Steve Bruce is preparing an £8million bid for Tottenham striker Jermain Defoe.

The Sunderland boss may even be ready to sacrifice record signing Asamoah Gyan as part of a deal that would cost Spurs £5m. Bruce has contacted Spurs about Defoe, Roman Pavlyuchenko and Peter Crouch - but he is wary of the club after wrangling over Darren Bent's move north two years ago.

Bruce also hopes to hijack Charles N'Zogbia's Wigan exit with a £10m package, although Aston Villa are favourites to sign the midfielder.

Sunderland, who have spent £30m so far this summer on 10 new players, yesterday confirmed the free signing of Blackpool's David Vaughan.

Darron Gibson is expected to join Manchester United duo John O'Shea and Wes Brown at the club this weekend.

He will follow new signings Keiren Westwood, Seb Larsson, Craig Gardner, Ahmed Elmohamady, Rory Deacon, Connor Wickham and Ji Dong-Won.

£35m is Fab! Arsenal prepared to let Cesc join Barca as Nasri nears City switch

Arsenal have rejected Barcelona's latest £31million bid for Cesc Fabregas - but told the Spanish giants they can have him for £35m.

However, the future of team-mate Samir Nasri was thrown into further doubt last night as Sky Italia confirmed Sportsmail's exclusive story that Manchester City are on the verge of signing the midfielder, with the fee reported to be £23m.

Manager Arsene Wenger's pre-season preparations have been overshadowed by the ongoing transfer sagas surrounding his talented duo.

Arsenal had already turned down a £27m bid from Barcelona for Fabregas before rejecting the Catalan club's latest offer.

There is a feeling, however, that a deal which will finally see Fabregas return to Spain is close after months of speculation. The Gunners have told Barca that an extra £4m on top of their latest bid will be enough to land their captain.

Barcelona's path to capturing their target was made easier on Friday after Wenger confirmed Fabregas, 24, would not travel on the club's tour, citing a hamstring injury.

Nevertheless, Wenger said: 'We want to keep Cesc and I will fight to keep him.' He also insisted that Nasri, who has turned down a five-year deal worth £90,000 per week, will leave for the trip to Malaysia on Sunday.

But Arsenal sources told Sportsmail that Nasri's inclusion for the week-long tour was far from certain amid fears he could leave.

The 24-year-old France midfielder is a target for Manchester United as well as rivals City and there is a growing feeling within the Emirates that he is determined to leave.

Arsenal are prepared to offer Nasri £100,000 per week to stay and Wenger said: 'Samir is exactly the same. We will do everything we can to keep him.'

Nicklas Bendtner, Emmanuel Eboue and Manuel Almunia could miss the tour amid speculation they will also quit the club - as part of a summer clear-out.

Chelsea planning fresh Modric bid amidst new fears over injury-plagued Essien

Chelsea were preparing a second bid for Luka Modric amid fears that they have lost Michael Essien to injury for the coming season.

Essien will have medical tests over the weekend to establish the full extent of the problem but officials at Stamford Bridge are worried the Ghana midfielder suffered yet another anterior cruciate ligament injury in training on Thursday.

It is a massive setback for new manager Andre Villas-Boas but, Sportsmail understands, it is something medical staff at the club feared might happen because Essien is one of those sportsmen whose over-developed leg muscles put too much strain on the knees.

Tennis superstar Rafael Nadal struggles with the same problem. He was denied the opportunity to defend his Wimbledon title in 2009 because of knee trouble and had to slim down to ease the stress on his joints. He has also required injections to relieve the problem.

Essien, 28, was taken immediately to hospital on Thursday and this looks like a third major knee injury. There are fears the situation could bring a premature end to his fine career.

He has been a key member of Chelsea’s side since joining from French side Lyon for £24million in 2005, with the team significantly more successful when the player nicknamed ‘The Train’ is on the pitch.

But in September 2008, just two months after signing a new five-year contract, Essien suffered cruciate damage that put him on the sidelines for six months and he had medial ligament damage less than a year later, forcing him to miss the 2010 World Cup.

Plans were being drawn up to make landing another midfielder a priority for Villas-Boas.

Chelsea have noted Daniel Levy’s determination to keep Modric at Tottenham but they will table a second offer in excess of their initial £22m bid.

The key is the relationship between Modric, 25, and his chairman. The Croat firmly believes a verbal agreement to let him go — should a suitable offer be received — is in place and the situation could force Levy to reconsider the club’s position if their midfielder continues to protest.

If Chelsea think their pursuit of Modric is going to fail, they will have to look at other players.

City line-up £55m splurge on Eto'o and Aguero as Tevez edges closer to the exit

Manchester City are ready to flex their muscles in the summer transfer window with a sensational £55million double swoop for Inter Milan striker Samuel Eto'o and Atletico Madrid's Sergio Aguero.

City had opened tentative discussions with Inter over a possible swap involving Carlos Tevez and Eto'o last month but that was abandoned as figures, including the wage demands of the Cameroon striker, got too high.

However the latest step in the long-running saga involves an £18m transfer fee which is completely independent of Tevez, and Eto'o is keen to talk.

The two-time Champions League winner hopes to secure one final big contract before his stock begins to drop as he gets older, and was unimpressed when he held discussions with Inter president Massimo Moratti about improving his current deal. He wants a further two years with a salary to match City's offer.

The Eastlands outfit are wary having been in a similar position before when Eto'o left Barcelona, but have been assured he is more serious about the move this time.

Eto'o scored 21 goals in Serie A last season for a struggling Inter outfit and having won all that there is to in Spain and Italy, he would welcome a new challenge.

Last month, he said: 'It is true that I have a few offers, I have a month off now to evaluate all of them and decide what to do. I’m 30, I’m close to my final big contract and we’ll have to see whether I should stay or go.

'My eventual departure is not to try to earn 100,000 or 200,000 euros more. What matters in my career is being happy in a city, playing for a big club where I can enjoy myself.'

The transfers will be the first major piece of business for the club following the announcement they were set for a £400m windfall from selling the naming rights to their stadium and extending a shirt sponsorship deal with Etihad.

Meanwhile City's pursuit of Aguero appears more difficult. The club have so far rejected talk they are in for the Argentine, who is also wanted by Real Madrid.

Yet after it emerged Juventus had offered Atletico Madrid £32.5m for Diego Maradona's son-in-law, the Spanish club claimed City had already bid £4.5m more. That in turn has forced Juve to look elsewhere for attacking reinforcements and they are now expected to challenge Tottenham for the signature of Villarreal's Giuseppe Rossi.

Aguero is seen as a natural replacement for Tevez although City still want £50m for their Argentinian talisman.

Tevez rocked City in June by demanding he be allowed to end his stay for the sake of his family.

Tevez, who was City's top-scorer last season as they qualified for the Champions League for the first time, issued a statement to Sportsmail explaining his wish to leave the club.

It said: 'It is with great regret that I have to inform Manchester City of my wish to leave the club. I would like to state that I have great respect for the club, its supporters and the owner, Sheik Mansoor, who has been nothing other than respectful to me.

'I hope that the people understand the difficult circumstances I have been living under the past 12 months, in regards to my family.

'Living without my children in Manchester has been incredibly challenging for me. Everything I do, I do for my daughters, Katie and Florencia. I need to be closer to them and to spend more time with them.

'I need them to be happy because my life is about them now. I need to be in a place where they can adapt. Being captain of Manchester City, qualifying for the Champions League, winning the FA Cup and finishing as top-scorer last season has made me very proud.

'I hope that most of the City fans will understand that I have given them my all on the pitch and that my dedication to the city cause has been 100 per cent on the pitch.

'I hope I have done my bit to help City continue their progress towards their ambition to be champions of England and to advance in the Champions League. I have no doubt that the players and management of City will achieve great success in the future.'

Another player who could be heading through the Etihad Stadium's entrance is Samir Nasri. Reports late on Thursday suggested City and Arsenal had reached a deal that would see the Frenchman follow Gael Clichy to the club for a fee of £23m.

Spurs ready to sign 'new Didier Drogba'
Tottenham are ready to sign the 'new Didier Drogba' - Ivory Coast's sensational teenage striker Souleymane Coulibaly.
Spurs supremo Daniel Levy has teed up a stunning £2 million deal for Coulibaly, who has scored nine goals in just four games at the mini World Cup in Mexico.
Coulibaly - just 16 years and six months - bagged back-to-back hat-tricks, including some amazing strikes to get some of the game's giants stampeding for the young 'Elephant' hit man.
The fantastic talent plays for AC Siena's youth team but he can be bought and Spurs are flying to Italy today in a bid to seal the deal ahead of Spanish giants Real Madrid.

Coulibaly has been likened to Drogba because of his explosive power and shooting and the fact that he is almost half the age of the Ivory Coast and Chelsea star.
And while Harry Redknapp would love the original version if Chelsea would sell, crafty Levy has worked on the move to land the new version.
Spurs have so much faith in Coulibaly that they will offer him a squad number and promote him to Redknapp's first-team squad immediately - all part of the incentive to sign.
Levy has masterminded Tottenham's transfers so far this summer, landing keeper Brad Friedel for nothing and bringing in Mexican hot shot Antonio Pedroza Whitham who has just arrived in London.
