Reports in Italy on Saturday appeared confident that Atletico is the club in negotiations with Torino to secure the services of the versatile 27-year-old forward.
According to Sky Sport, Atletico have renewed their pursuit of Cerci after lodging a 12-million-euro bid a few weeks ago,
with an additional two million in add-ons. Cerci was left out of Torino's squad to face Inter Milan in Serie A this weekend.
Torino appear to be open to the sale of the former Fiorentina player, but it will take a more attractive offer, according to Cairo.
"There is not long left [of the transfer window], we are listening to offers but as yet we have not received one that is satisfactory," Cairo said.
"If it comes, it will not be me who clips Alessio's wings but there is little time remaining and it's difficult to find a solution.
There is a 50 percent probability that he will leave, which is a lot."
