But he told Radio Four's Today programme that he believed reconstruction could provide a boost to the economy and that it would be funded by the Japanese people - not the international community.

Nobody will lend Japan yen, except the Japanese people. And the Japanese people save a lot. They are the ones who buy the bonds. They are the ones who provide the savings to finance the deficits. They've been doing so for a long time".
