The Portugal international has passed a medical in Italy, allowing him to finalise a switch.
The 27-year-old centre-half should have no problem settling into Serie A life, as he spent the second half of the 2012/13 campaign with Napoli.
He found game time limited in Naples, after being frozen out in Porto, but has returned for a second shot at the Italian top flight.
Rolando will link up with his new team-mates when they return from their pre-season tour of America.
A statement released on Inter's official website read: "Rolando Jorge Pires da Fonseca, better known simply as Rolando, has signed for Inter on loan from Porto.
"Since beginning his career at Belenenses, he has acquired a wealth of experience at Porto (2008-2013), Napoli (2013) and Portugal (U21 and senior teams), and will now further strengthen Walter Mazzarri's defensive options.
"The centre-half is due to start training with the Nerazzurri when they return from their US tour."
