國際足協（FIFA）準備明天開年會選主席之際，卻爆出貪污風暴。美國司法部為FIFA廿多年來眾多貪污醜聞，起訴國際足協9名新舊高層。瑞士昨天除了應美方要求，率先拘捕7名高層，準備引渡至美國受審，亦為世界盃申辦賄賂醜聞展開刑事調查。事件除令FIFA聲譽再陷谷底，亦令主席白禮達（Sepp Blatter）爭取第四次連任增添變數。

FIFA表示，白禮達和秘書長禾基（Jerome Valcke）都沒有被捕，又稱FIFA雖面對「艱難時刻」，明天的年會和主席選舉會如期舉行，2018年和2022年世界盃由俄羅斯和卡塔爾舉行，亦不會變。歐洲足協對事件表示「震驚和傷感」。

瑞士十多名便衣探員昨晨採取行動，到了FIFA高層下榻的蘇黎世巴爾拉克酒店（Baur au Lac），在接待處取鑰匙後直接上房，帶走6名高層，後再拘捕多一人，包括FIFA兩名現任副主席韋布（Jeffrey Webb）和菲格雷多（Eugenio Figueredo），以及哥斯達黎加足協華裔主席愛德華多．李（Eduardo Li）。

將引渡美國受審　歷時數年

瑞士聯邦司法部在聲明指被捕人士涉嫌由1990年代至今，就拉丁美洲和美國多項足球賽事，收受體育傳媒和推廣公司超過1億美元（7.8億港元）賄款，換取提供轉播、市場推廣和贊助權。調查亦發現涉及明夏美國舉行的百周年紀念美洲盃的1.1億美元（8.5億港元）賄款。由於有關貪污行為在美國發生和涉及美國的銀行，美國司法部有權起訴，瑞士應美方要求拘捕他們後，將問話和展開引渡受審程序，預計整個過程歷時數年，六名涉案人事拒絕引渡。
瑞士警方再搜查FIFA總部，帶走一批文件和電子資料，並暫停瑞士某些銀行戶口的使用。瑞士律政司表示已對2018年和2022年世界盃決定主辦權懷疑有人受賄，展開獨立刑事調查，將向10名有份投票的FIFA執行委員會成員問話。

美國司法部昨表示共起訴14人詐騙、敲詐和洗錢等罪名，包括FIFA前副主席沃納（Jack Warner）在內9名來自中北美洲高層，以及5名涉嫌行賄的美國和南美體育市場推廣公司高層，國稅局發現他們洗黑錢的渠道、揭發他們部份收入沒報稅，並在某些FIFA職員的離岸戶口發現數以千萬計美元存款。



瑞士警方將傳召白禮達問話

美國司法部長林奇（Loretta Lynch）強調這一刻不會控告白禮達，但瑞士警方未來數周將傳召白禮達問話。美國檢察官指拘捕FIFA職員只是調查的開始並非終結。沃納聲稱自己是清白。司法部指調查主要集中於中北美洲及加勒比海足協，除指眾被告高層涉在世界盃外圍賽、美洲金盃、美洲國家盃和南美自由盃等賽事的商業活動收賄，亦揭露FIFA在南非主辦2010年世界盃、2011年國際足協會長選舉等，都有人行賄和收回佣。

有美國官員向《紐約時報》表示：「我們為這種事在FIFA持續多年、接近觸及各個層面而驚訝，就像已滲透進足協各方面，令他們一直都是這樣辦事，貪腐看來已制度化。」
美媒指林奇之前在紐約布魯克林當聯邦檢察官時，正是負責調查FIFA貪腐，美國的FIFA前執委布萊澤在2011年開始與當局合作，令多年調查出現突破。四人已就有關指控認罪，面臨判監20年。

白禮達：犯案者被逐出球壇

【now.com體育】在國際足協爆出貪污醜聞後，現任主席白禮達發聲明指，犯案者將被逐出球壇。

國際足協（FIFA）爆出貪污醜聞，9名FIFA新舊高層被捕後，在周三馬上把11名涉貪的職員停職，當中包括副主席韋伯和菲古利多。力保「清白身」的現任主席白禮達（Joseph Blatter）周三就發聲明，指這是足球界一個艱難時刻。

他說：「我要強調一點，這些不當行為在球壇是不容許的，我們會保證犯案者將會被逐出球壇。我們會和有關當局合作，以杜絕所有不當行為，從而再次獲得球迷的信任。」

至於在周五舉行的主席選舉，FIFA無意推遲，但歐洲足協秘書長恩法天奴周三要求押後至在未來6個月內舉行：「這事件再次證明貪污在國際足協，是個根深柢固的文化。把整個足協推倒重來，是有必要的，要有真正的改革。」

World Cup sponsor VISA threatens to end FIFA partnership

World Cup sponsor VISA has threatened to end its partnership with FIFA over the latest crisis to engulf the world governing body.

VISA said its "disappointment and concern" was profound and called for "swift and immediate" action in the wake of a wave of arrests of football officials - including two FIFA vice-presidents - in Zurich on Wednesday on bribery, fraud and money-laundering charges following an FBI investigation.

A host of fellow sponsors have issued statements after a dramatic day in both Switzerland and the United States on Wednesday, but VISA's was the most strongly worded.

"Our disappointment and concern with FIFA in light of (Wednesday's) developments is profound," the statement read.

"As a sponsor, we expect FIFA to take swift and immediate steps to address these issues within its organisation. This starts with rebuilding a culture with strong ethical practices in order to restore the reputation of the games for fans everywhere.

"VISA became a sponsor of FIFA because the World Cup is one of the few truly global sporting events with the power to unite people from around the world through a common love of football.

"Our sponsorship has always focused on supporting the teams, enabling a great fan experience, and inspiring communities to come together and celebrate the spirit of competition and personal achievement - and it is important that FIFA makes changes now, so that the focus remain on these going forward. Should FIFA fail to do so, we have informed them that we will reassess our sponsorship."

Fifa crisis: Blatter refuses to quit as president after Platini request

Sepp Blatter has refused to resign as Fifa president following a request from Uefa chief Michel Platini.
The 79-year-old Swiss held an emergency meeting with key Fifa officials on Thursday after world football's governing body was subjected to yet more damaging corruption claims.
He then met Platini alone, at which point he was urged to quit.
Blatter is seeking a fifth term as president when he takes on Prince Ali bin al-Hussein in Friday's election.
Several influential football figures want the vote delayed after seven Fifa officials were arrested in Zurich on Wednesday.

But others, among them English Football Association chairman Greg Dyke, think it should go ahead, believing Prince Ali now has a good chance of beating Blatter.
Uefa, which governs European football, decided on Thursday not to boycott the election after initially suggesting it might do.
But Asian football chiefs and Caf, which looks after the interests of Africa, say the vote should take place and have reiterated their backing for Blatter.
Fifa was plunged into fresh crisis on Wednesday when United States authorities indicted 14 people and arrested seven senior football officials on bribery and racketeering charges.
In a separate development, Swiss officials opening criminal proceedings into the bidding process for the 2018 and 2022 World Cup bid processes.
Blatter's decision to chair an emergency meeting with representatives from Fifa's six confederations is significant.
Such gatherings are rare.
It also took place without two of its nominated members.
