World Cup 2022: Fifa taskforce to seek new dates for tournament

Fifa has agreed to set up a taskforce to look into alternative dates for the 2022 World Cup in Qatar.
But a final decision on when the tournament could be played will not take place before the 2014 World Cup.
Fears that Qatar's hot summer temperatures could pose a heath risk to players and fans forced football's world governing body to act.



The taskforce will consult with medical experts, broadcasters, sponsors and influential European leagues.
"We need to carry out very deep consultations and investigations and show some diplomacy and wisdom," said Fifa president Sepp Blatter.
At the climax of a two-day meeting in Zurich, Blatter also confirmed Asian Football Confederation president Sheikh Salman bin Ibrahim al-Khalifa would head the taskforce.
The BBC understands that Fifa is considering inviting English Premier League chief executive Richard Scudamore to be a member of the working group.
He has been an outspoken opponent of plans to stage a World Cup in the northern hemisphere winter, claiming it would lead to disruption in many domestic leagues.


Qatar was awarded the World Cup in December 2010, beating Australia, Japan, South Korea and the United States in a vote.
The Gulf state planned to combat the fierce heat, with temperatures rising to in excess of 40C, by building air-conditioned stadiums.
But concerns remained, prompting Blatter to announce in August this year that the World Cup should be switched to a cooler time of the year,
away from Qatar's summer months of June and July.There have also been calls to strip the desrt nation of the right to stage the World Cup completely and run the vote again.
But Blatter insisted: "The Fifa World Cup 2022 will be played in Qatar. There you have it."
Qatar has also come under scrutiny after a British newspaper published a report that accused the country of abusing the rights of migrant workers.



Blatter said Fifa could not get involved in labour issues in any country but added that his organisation "cannot ignore" the allegations.
"I express all my sympathy and regret for anything that happens in any country where there are deaths on construction sites, especially when they are related to a World Cup,"
he told a news conference.Hassan Al Thawadi, head of Qatar's organising committee, has already said the Gulf state was addressing concerns.
"It's not a World Cup being built on the blood of innocents," he said. "That is unacceptable to anybody. We will be eradicating these issues."
Prior to Friday's announcement, Harold Mayne-Nicholls, the head of the Fifa inspection team that assessed Qatar's 2022 World Cup bid,
thought the tournament should be moved to January and February, when temperatures in the Gulf state average about 22C.


However, that could lead to a potential clash with other big sporting events, notably the Winter Olympics and American football's Super Bowl,
as well as domestic football leagues and the Champions League. New International Olympic Committee (IOC) president Thomas Bach has said
he is confident there will be no clash with the Winter Olympics.American TV network Fox, World Cup rights-holder for North America, is understood to be
concerned over the commercial implications of any move that would see the World Cup clash with the NFL season.

World Cup 2022 task force recommends November and December tournament in Qatar

The FIFA task force has recommended that the 2022 World Cup is played from late November to late December at their final meeting in Doha.

The task force has also proposed a shorter tournament in compensation for moving it to the winter in order to avoid the fierce heat of the Middle East in June and July.

FIFA's executive committee meeting in Zurich on March 19 and 20 will now make the final decision on when the tournament is played.

There are no plans to reduce the size of the tournament from 32 teams or 64 matches, but the tournament would be shortened by a matter of days, with some commentators speculating it could run from November 26 to December 23.

A FIFA statement read: "The proposed event dates have the full support of all six confederations. The proposal will be discussed at the next meeting of the FIFA executive committee, scheduled to take place at the home of FIFA in Zurich on 19 and 20 March 2015.

"The outcome of the discussions is also a proposed reduced competition days schedule with the exact dates to be defined in line with the match schedule and number of venues to be used for the 22nd edition of football's flagship event."

A shift to November-December faces resistance from European clubs who fear major disruption to the Champions League and domestic leagues, with an alternative May-June proposal put forward, but FIFA general secretary Jerome Valcke said: "There is one solution, November-December."

Sheikh Salman bin Ebrahim Al-Khalifa, the chairman of the task force and head of the Asian Football Confederation, added: "Some people have concerns, but whatever decision you're going to take will have some questions about it. But we need to look at the overall benefit of everybody.

"We are very pleased that, after careful consideration of the various opinions and detailed discussions with all stakeholders, we have identified what we believe to be the best solution for the 2018-2024 international match calendar and football in general.

"It was a challenging task and I want to thank all members of the football community for their productive input and constructiveness in helping to find a solution that we believe can work for everyone."

UEFA, which is one of FIFA's six confederations, said it supported the recommendation made by the task force for the World Cup to be played in late November to late December 2022.

A statement read: "UEFA believes that - for the benefits of players and fans - the event should be played in winter and now awaits the final decision from the FIFA executive committee meeting.

"UEFA sees no major issues in rescheduling its competitions for the 2022/23 season, should the 2022 FIFA World Cup proposal be approved by the FIFA executive committee, and UEFA acknowledges that the competition may be shortened and thus that the release period of players be reduced."

No Qatar 2022 World Cup compensation for European clubs, says FIFA

FIFA has confirmed that there will be no compensation for European clubs over the World Cup in Qatar in 2022.

UEFA has also confirmed to Sky Sports News HQ that it has suggested the final should be played on December 23 - the preferred date of most of the confederations according to FIFA - with the tournament getting under way on November 26.

Karl-Heinz Rummenigge, the chairman of the European Clubs' Association, stated on Tuesday that the leading European clubs would demand compensation from FIFA if the 2022 World Cup was played in November and December, as has been recommended by the FIFA task force.

The former Germany international claimed such a move would cause "great damage" to domestic football due to the rescheduling of match calendars.

He said: "European clubs and leagues cannot be expected to bear the costs for such rescheduling. We expect the clubs to be compensated for the damage that a final decision would cause.”

However, FIFA secretary general Jerome Valcke has insisted that leading European clubs, including the top Premier League teams, will not receive any financial compensation.
He said: "There will be no compensation. There are seven years to reorganise. We are in agreement with the clubs."

Valcke also called on European clubs to accept the scheduling switch - which is expected to be confirmed at FIFA's executive committee meeting in Zurich on March 19 and 20 - even though "it's not perfect".

"It is happening once and we are doing nothing that destroys football," he said.

"Why should we apologise to the clubs? We have had an agreement with the clubs that they are part of the beneficiaries. It was 40 million (US) dollars in 2010 and 70 million in 2014.

"We are bringing all our people to enjoy the sporting and financial results of the World Cup.

"I definitely don't feel I have to apologise for the decision to confirm that the World Cup will not be played in the summer."

Valcke also confirmed that the 2022 World Cup will be four days shorter as a "concession" to the leagues and clubs - 28 days instead of the usual 32 - and that the Africa Cup of Nations in 2023 will be moved to June from January.

December 18 remains a strong possibility for the final - it is Qatar's national day and also falls on a Sunday - with the other option of December 23 preferred by the confederations despite opposition from the Premier League and Football Association due to the disruption it would cause to the festive programme in England.

Valcke said: "Most confederations say they want the World Cup to end on the 23rd of December."
