國際足協禁止車路士於未來兩個轉會窗簽入球員

Chelsea banned from signing new players for next two transfer windows

Chelsea have been banned from signing players in the next two transfer windows for breaching rules in relation to youth players, Fifa has announced.

They have also been fined 600,000 Swiss francs, while the Football Association has been fined 510,000 Swiss francs.

The ban does not prevent the release of players and will not apply to Chelsea's women's and futsal teams.

The Premier League club have been given three days to appeal against the world governing body's decision.

It comes following a Fifa investigation into the Blues' signing of foreign under-18 players, including former striker Bertrand Traore.

Based on documents from Football Leaks, French website Mediapart claimed 19 Chelsea signings had been looked at in a three year-long investigation.

Mediapart alleged that 14 of those signings were under the age of 18.

Chelsea ban... I'm quite sure they'll appeal, maybe get a reprieve for summer of 2019, miss the whole of 2020 (do a Spurs, basically). But this is devastating for Chelsea. No wonder they wanted Pulisic and Higuain on "creative" deals. Knew it was coming.




Confirmation from @ChelseaFC that they intend to appeal against Fifa transfer ban. This is what Barcelona did + allowed them to delay the imposition of the sanction.

早前國際足協紀律委員宣佈英超球會車路士違反18歲以下球員的國際轉會及註冊條例,被罰未來兩個轉會窗無法註冊新球員,最新消息FIFA已確認車路士已就此正式上訴。

FIFA在聲明中表示,它無法提供上訴進程的時間表,也沒有說明在上訴聽證會舉行前,該禁制令是否會被取消。車路士最希望他們能夠繼續在夏天簽下球員,直至上訴結果決定。

FIFA於聲明說:「在上訴過程中,制裁的任何決定都將由FIFA上訴委員會主席作出。」此外,車路士還被罰款60萬瑞士法郎,另英格蘭足總也被罰51萬瑞士法郎。這個處分只限制車路士簽入新人,他們仍可賣人而車路士女子隊及5人足球隊的球員註冊則不受影響。

Chelsea have been denied a request to freeze a transfer ban while they appeal against the punishment handed out by Fifa.

The Blues have been banned from registering new players until January 2020 for breaking rules over the signing of foreign under-18 players.

Chelsea deny any wrongdoing and have appealed against the decision.

But Fifa says it has denied measures which would see the transfer ban frozen during the appeal process.

Chelsea were charged after Fifa said it found breaches in 29 cases out of 92 investigated, including that of striker Bertrand Traore, now at Lyon.

The Blues have also been fined £460,000, while the Football Association has been fined £390,000.

In previous cases, involving Spanish clubs, Fifa has relaxed the measures such that transfer bans were not enforced during the appeal process.

The ban, which covers two transfer windows, does not prevent the release of players and will not apply to the club's women's and futsal teams.

Chelsea planning for life after Eden Hazard as Fifa refuse to freeze transfer ban during appeal



Chelsea are drawing up a Plan A and Plan B for the summer, but there is a growing acceptance that both are likely to include selling Eden Hazard to Real Madrid.

Fifa’s refusal to freeze the club’s two-window transfer ban during Chelsea’s appeal has put the club in limbo and needing to come up with two different strategies.

But the Blues fear there is little they can do to stop Hazard joining Real, whether or not they are banned from signing players during the summer window.

As revealed by Telegraph Sport on Monday night, Real have approached Chelsea over Hazard who wants to move to the Bernabeu and has showed no inclination to extend his contract that expires at the end of next season.

The Belgian is determined to join up with his idol Zinedine Zidane at Real and is aware the Spanish club have now initiated contact with the Blues.


It appears the only point of negotiation left will be over the fee, with Chelsea still wanting at least £100 million for their star man.

Chelsea are taking legal advice over Fifa’s stance and remain hopeful that the world’s governing body will conclude their appeal process before the summer, allowing the Blues to go to the Court of Arbitration of Sport in the hope of at least getting the ban frozen.

But Chelsea are now having to consider both scenarios, which have wide-reaching implications on their approach to the summer.

Agents of players whose contracts are running down, players out on loan and potential transfer targets have been told all decisions have been put on hold while Chelsea reassess their options and speak to lawyers.

David Luiz had been expected to leave at the end of his contract this summer, while at least one of Willian or Pedro, who will both have a year left on their deals, had been likely to be sold.


Chelsea have also been preparing to cash in on the likes of Michy Batshuayi and Kurt Zouma, who have spent the season out on loan and could earn the club significant money.


But the Blues will delay decisions on which players can leave permanently and the possibility of handing out any new contracts until they have a clearer idea of whether or not they will be able to sign any players in the next window.

Chelsea’s young loanees are waiting to find out the club’s plans for them. Tammy Abraham, Mason Mount, Reece James and Jake Clarke-Salter have all impressed at Aston Villa, Derby County, Wigan Athletic and Vitesse Arnhem.

The most likely scenario for all four players had been to go on loan again at a higher level next season, but Chelsea must now consider whether or not any of them could boost their squad should the ban be enforced during the summer.

Chelsea are also hamstrung in their efforts to line up incoming deals for the summer with the ban hanging over them.

At least one of their targets known by Telegraph Sport has four clubs chasing him who have already started to try to start work on a deal. But the Blues cannot offer any guarantees until they know their fate.

Chelsea are also having to draw up their legal case for their long-running dispute with former head coach Antonio Conte, who is pursuing his full £9m severance after being sacked last summer.

A Premier League arbitration panel has been appointed to rule on the matter and if the case cannot be settled then it could go to the High Court.

Chelsea boss Maurizio Sarri says it will be "not be easy" to challenge Liverpool and Manchester City next season, after an unsuccessful appeal against Fifa's transfer ban.

The Blues are banned from signing players during the next two transfer windows until the end of January 2020.

It followed an investigation into their signing of foreign under-18 players.

Chelsea said they were "very disappointed" and will now appeal to the Court of Arbitration for Sport.

"It's very difficult to cover the gap at the moment; we need to work, probably we need to do something from the market," said Sarri.

"So it's not easy, because the level of the top two is very, very high."

Sarri says the club need to buy two players this summer.

"I think that we have to buy only one, two players, otherwise it's very difficult to improve immediately," the Italian added.

"I think we are a very good team, so we need only one, two players, no more."

The only change to the original Fifa ban is that the Blues can sign under-16 players from the UK during the suspension period.

"The Fifa appeal committee has decided to partially uphold the appeal lodged by Chelsea," Fifa said in a statement.

"This ban applied to the club as a whole - with the exception of the women's and futsal teams - and did not prevent the release of players."

Fifa said it found breaches in 29 cases out of the 92 investigated.

Chelsea's fine of £460,000 by world football's governing body also remains.

The Football Association (FA) was also fined £390,000 by Fifa when it issued the ban and English football's governing body was told that it must "address the situation" regarding the international transfer and registration of minors.

"Chelsea categorically refutes the findings of the Fifa Appeal Committee," the club said in a statement.

'Loan players must be considered'
Chelsea have a number of high-profile players out on loan that they can call on, including Tammy Abraham (Aston Villa), Michy Batshuayi (Crystal Palace), Alvaro Morata (Atletico Madrid), Victor Moses (Fenerbahce), Christian Pulisic (Borussia Dortmund), Kenedy (Newcastle), Tiemoue Bakayoko (AC Milan) and Kurt Zouma (Everton).

They also have dozens of youth players out on loan.

"Every month I have a report on every player on loan; we have about 45," Sarri said.

"There are two or three players who have been out on loan this season who are interesting. I do not want to name names now. But the level they have been playing at must be considered."

即是說,車路士在未來兩個轉會窗,仍然被禁止註冊新球員,今次上訴唯一改變是,車仔可以從英國簽入16歲以下的球員。一般相信,車仔將會上訴至體育仲裁法院,有機會能夠申請在上訴期間,暫時凍結禁令。

車路士因為簽入翼鋒貝查特查奧爾(Bertrand Traore)在內多名年輕小將,違反了FIFA簽入18歲以下球員的條例,車仔除了被頒佈簽人禁令外,亦被罰款46萬鎊。

Chelsea delay applying to CAS to freeze two-window transfer ban

Chelsea have not yet applied to the Court of Arbitration for Sport to try to freeze the two-window transfer ban that they are still appealing as the club consider their options.

The Blues failed with an appeal to Fifa and confirmed they have taken their case to CAS in a bid to get their punishment for the signing of young, foreign players overturned.

But, as yet, Chelsea have not applied to CAS to suspend the ban while their appeal is considered with the club and lawyers deliberating over the best course of action.

It has emerged that even if they have to start serving the ban during the summer, Chelsea would be able to sign midfielder Mateo Kovacic and striker Gonzalo Higuain who have both been on loan at Stamford Bridge.


Chelsea are likely to step up their bid to turn midfielder Kovacic’s loan into a permanent deal following the news that Ruben Loftus-Cheek could be ruled out for up to a year after rupturing his Achilles’ tendon during this week’s post-season friendly in the United States.

Higuain’s future is less clear, with Chelsea yet to open talks over a permanent move and reluctant to pay the £15.5 million to extend his loan for another 12 months or the £31m to sign the Argentine.

Because both players are already registered with the club, Chelsea can sign either Kovacic or Higuain whether or not their transfer ban is overturned or frozen.

While it would seem obvious that Chelsea would try to have their ban frozen to allow them to sign players this summer, no matter the result of their appeal, there is a counter theory.

Some sources have floated the idea that Chelsea may be better to start serving their ban if lawyers believe that they will not be able to get it completely overturned.

A decision could also be influenced by whether or not the Blues feel their top transfer targets will be available this summer, or whether they would be better to wait until next year.

Winger Christian Pulisic will join Chelsea in the summer, having agreed his move in January, while David Luiz last week signed a new two-year contract.

The Blues also have a number of players returning from loan with right-back Reece James, midfielder Mason Mount and striker Tammy Abraham rated the most likely to be offered first-team chances.


Following surgery on his ruptured Achilles’ tendon, Loftus-Cheek released a statement that said: “Difficult to describe how I’m feeling right now. More confusion than sadness.

“My surgery went very well yesterday evening so I’m off to a good start! I’ll be watching and supporting from the sidelines for a little while so I wish the boys all the luck in the Europa League final and of course the Nations League finals.

“Coming back strong from an injury is something I’ve had to do all my life and I’ll do it again. See you on the pitch as soon as possible.”

Chelsea could be forced to start serving their two-window transfer ban this summer over fears the punishment could be extended if they attempt to delay it.

And that means any successor to Maurizio Sarri will have to prepare for the nightmare scenario of losing Eden Hazard without being able to replace him before the start of next season.

Fifa have already turned down an appeal from Chelsea against the ban handed to them for the transfer of young foreign players.

An appeal has been made to the Court of Arbitration for Sport, but there has not yet been confirmation of an application being made for the ban to be frozen in the meantime.

The feeling around Stamford Bridge is growing that Chelsea are likely to start serving their ban this summer, regardless of when they find out the result of their appeal to CAS.

Chelsea are refusing to comment on the situation, but sources claim that there is a real fear the ban might be extended to three transfer windows if they lose their appeal and are judged to have tried to delay it.


The blow of being prevented from signing players this summer would be softened slightly by the fact Chelsea already have Christian Pulisic joining them and can make midfielder Mateo Kovacic’s loan permanent.

Kovacic’s signature from Real Madrid must be agreed before his loan deal officially expires, so that his registration does not need changing.

The uncertainty caused by the transfer ban has been increased by Sarri’s desire to return to Italy with Juvenus and another change of head coach.

While Sarri attempts to finalise his Juventus switch, for which Chelsea want around £5 million in compensation, the club are considering who would be best to replace him.

Frank Lampard, Nuno Espirito Santo, Javi Graci and Steve Holland are all among the candidates to succeed Sarri,
but will have to consider how to keep Chelsea competitive while losing Hazard and potentially not being able to replace him.

Real Madrid managing director Jose Angel Sanchez flew to England for talks with Chelsea over Hazard this week.

He has since returned to Spain amid conflicting reports over whether or not any progress had been made during negotiations.

Hazard is waiting to be told whether or not a move is close while he is away with the Belgium national team.

Chelsea have secured the future of David Luiz, who signed a new two-year contract, and the club are now hopeful of tying Callum Hudson-Odoi to a new five-year deal.

Hudson-Odoi handed in a transfer request to try to engineer a move to Bayern Munich in January, but had forced his way into the team before suffering the ruptured Achilles tendon that ended his season.


Relations between Chelsea and the teenager’s representatives have since improved and Hudson-Odoi has become more optimistic of holding down a regular starting place at Chelsea - particularly with Hazard set to leave.

Decisions on the futures of a number of Chelsea’s army of loanees have been shelved, with the expectation being the club will have to bring some of them back into the first-team squad if the ban starts this summer.

The thought is that players like Michay Batshuayi, Kurt Zouma, Reece James, Tammy Abraham and Mason Mount will be considered for places in the first-team squad next season.
