Reports from the Portuguese media claim the 33 year-old has reached an agreement and is expected to sign in the next few days.
QPR are keen to get Cesar off the wage bill following their relegation into the Championship.
Brazil coach Felipe Scolari, had met with QPR boss Harry Redknapp and felt he was going to stay.
“Hypothetically we know where he will play this season, we’ve talked to him, reaffirmed our trust in him during this week after we talked to his club,” he said.
“We have called him up again, because by the end of the transfer window, his situation will be resolved, with him staying on with QPR.”
But Cesar finally looks set to leave the London club, after been linked to number of top European clubs including Fiorentina, Napoli and Arsenal.
The Gunners were reported to be interested in the Brazilian keeper as competition for Wojciech Szczesny.
The Arsenal Supporters Club released earlier in the month, warning the board against offering Arsene Wenger a new deal with the Gunners.
It read: "In recent weeks Ivan Gazidis has spoken of the club's intent to offer Arsene Wenger a new contract. The AST believes this is inappropriate.
"A decision on whether to offer an extension to the manager's contract which ends in May 2014 should only be taken following the closing of the transfer window and assessment of the team's performances in the weeks ahead.
"Considerable improvement must be shown for us to be convinced this should happen, and we believe that other senior football appointments must come first.
"The failings we highlighted in Arsene Wenger holding far too much power have only been amplified in recent weeks. These must be addressed as a matter of urgency.
