純"吹水"出來, 希望有用:
More construction works... which leads to a higher demand of labour.
Compulsory 4 years studying in university... "delay" the increase of graduate, and thus reduce the "current" unemployment rate.
Invest more in education,... keep the students longer before they need to find jobs...

Reduce the profit tax rate... which reduce the cost of investment... --- may lead to an increase in investment, which can further leads to an increase in demand of labour.
Also, reduce the profit tax rate = lower cost, firms can arguably put more resources to employ more labour.
Globalization: provide more benefits to foreign investors in order to attract them coming to HK, (attract more funds). This may includes, but not conclusive, to give them citizenships, equal rights and benefits, medical benefits... sounds like "投資移民"... get it? (but of course, not to attract labour, but just investors)
