Forwards such as
Luis Suarez, Gonzalo Higuain and
Karim Benzemahave all been subject to interest from Wenger, but with none of them agreeing a deal with the North London club, the Frenchman admitted Bendtner could feature in his plans this season after all.
Denmark striker Bendtner looked certain to leave, but moves to Malaga, Eintract Frankfurt and
Hull City all seem to have collapsed for the same reason: his huge wage demands.
Bendtner has not played for Arsenal for two seasons having spent spells on loan with Sunderland and Juventus.
"The chance for Bendtner to leave now is very small," Wenger explained.
"If he comes back well and gets fit, I will use him."
Bendtner, currently on £52,000 a week, looks set to return to the Arsenal squad after the September international break.
Earlier in the week Hull boss Steve Bruce confirmed Bendtner's salary is a big obstacle for any possible suitors.
"Everyone assumes (an interest in Bendtner) but the problem with Nic is can I afford him?" said Bruce.
"He has a huge salary. I've been able to get him on loan at my last two clubs. I know the lad, he has terrific ability but it's difficult with the amount of money he earns at the minute.
"For us to go and make a huge difference, to get a striker who can get 20 goals a year...where does a club like ours get them?
"They are few and far between and if they are capable of getting 20 goals a season they're usually too expensive.
"Can you get one in? It's always difficult but we're always trying. We're looking to get maybe one more in. That will prove difficult but we're working away."
Wenger went on to stand firm by his lack of transfer activity so far, saying he does not 'do' panic purchases.
"We will not panic buy, that is for sure. You can believe me. It is not in my strengths to panic," said Wenger, who expects both midfielders Jack Wilshere and Aaron Ramsey to be available this weekend.
"You need good players in every position, and especially you need an attitude and way to play the game. The players here know the way we want to play and that is important.
"If we can add players who can integrate with that style of play we will do it.
"We work very hard on that, if we cannot we will not do anything stupid just for the sake of saying that we have done something.
"We do what makes sense or not, that is simple."
