And he is looking to take advantage of Blackburn’s financial woes to get powerful centre-half Samba and elusive winger Hoilett on the cheap from the Ewood Park strugglers.
Redknapp has identified 27-year-old Samba as the perfect man to beef up his back four, where skipper Ledley King is fighting a constant battle for fitness and William Gallas and Michael Dawson are also struggling with injuries.
The Spurs manager was on hand to see England centre-half Gary Cahill score Bolton’s winner against Everton.
Redknapp made a failed £16m bid for the player in August, but will not try again as he is resigned to the centre-half joining Chelsea, who have agreed a £7m fee with the Trotters.
QPR have lodged a £6m bid for Samba, but the Congolese defender is not expected to be keen on swapping one survival battle for another - especially with Spurs fighting for the title, on course for a Champions League spot for next term and willing to up his salary to £70,000 per week.
Blackburn's owners, Venky's, need an influx of funds to keep the banks sweet and Spurs’ likely offer of the full fee up front makes a quick deal likely, if Rovers boss Steve Kean sanctions the move.
Meanwhile, Redknapp is ready to sell Vedran Corluka to West Ham in a £1.5million deal - to start raising the funds he needs for signings.
Talks were taking place on Thursday night to rush the Croatian defender's move to the Championship leaders through.
Corluka is out of favour at White Hart Lane and needs convincing about the switch, but Redknapp is keen for him to go at the start of a mini clear-out.
The Spurs boss also wants to offload midfielder Nico Kranjcar, defender Sebastien Bassong - who almost went to QPR in August - and Aston Villa and Everton target Steven Pienaar.
