The France international sealed a £24million switch to City last week, after refusing to sign a contract extension, in a move reportedly forced through by Arsenal's elusive owner Stan Kroenke.
Nasri has since been condemned for joining Roberto Mancini's squad of superstars, with many, including Tottenham boss Harry Redknapp, saying it was a money-motivated decision.
However, the 24-year-old believes he was left with no choice because of Arsenal's changing ambitions, telling L'Equipe: 'Arsenal is still a big club, but the Emirates Stadium has changed a lot of things.
'They have changed their ambitions, but it is not Arsene Wenger - it is the club's politics, the officials.'
Nasri went on to echo the statements of many Arsenal fans this summer, bemoaning the lack of star name arrivals.
Yet, he once again put the blame firmly at the feet of the Gunners board - and raised questions over whether the club genuinely has a significant amount of money to spend.
'Arsenal doesn't have the same funds [as others],' the Frenchman continued.
'They can't make the same coups as before in the transfer market. Rather, they are rather forced to sell their best players and bet on young ones.'
The news comes in a week which has seen growing levels of frustration from Arsenal fans, not helped by the 8-2 thrashing by Manchester United on Sunday.
A number of fans are now planning a protest march before the club's next home game against Swansea City in a bid to vent their anger at Kroenke's silence and apparent lack of financial support.
