Premier League: The key proposals of revamp - have your say

A big six takeover by stealth? Or a much-needed reform to protect the future of the football pyramid? Welcome to the 'Project Big Picture' debate over a possible Premier League revamp.

But what do the radical proposals - which have been criticised by the Premier League, the government and supporters' groups - actually involve?

BBC Sport looks at the main issues and asks for your opinion.

Cutting the numbers
Prior to the formation of the Premier League in 1992, there had been a desire to reduce English football's top flight to 18 teams to cut the number of fixtures and support the national team.

The Football Association argued the removal of fixtures would leave players fresher for international matches and tournaments. That stance was also taken by former England bosses Sven-Goran Eriksson and Fabio Capello, who repeatedly called for fewer fixtures and a winter break - but not if clubs were going to fill those dates with lucrative friendlies.

The new proposals would see each Premier League team play four fewer league matches.

There would be no change in the Championship, League One and League Two, with all retaining 24 teams.

But the structure of the professional game would alter, going from 92 clubs down to 90 overall - meaning two clubs from League Two would drop into the National League.

Axing the League Cup and the Community Shield


The plans also call for the abolishment of the Community Shield - a fixture played since 1908-09 - and the League Cup.

Liverpool hold the record for most victories in the League Cup, having won it on eight occasions since it was introduced in 1960-61.

Discussions have reportedly taken place about maintaining the League Cup but without clubs involved in European competition.

The competition currently provides additional revenue for clubs and a route into the Europa League for the winners.

Revised top-flight promotion and relegation


The 16th-placed top-flight club would participate in a play-off tournament with the Championship's third, fourth and fifth-placed teams.

This system was used in 1986-87 and 1987-88 but then scrapped after the old First Division was reduced from 22 clubs to 20.

The approach is also similar to the promotion and relegation system used in other countries - most notably in Germany's Bundesliga.


New format, new finance?


The economic disparity between Premier League clubs and those in the English Football League has grown considerably since 1992, largely down to television income.

Under the new plans, EFL clubs would be given a £250m rescue fund to help replace lost gate receipts and the controversial parachute payments, which provide a percentage of broadcast revenue to relegated top-flight clubs for three years, would also be scrapped.

Instead, 25% of TV money would filter down to be shared among all EFL clubs.

A new democracy?


Probably the most controversial aspect of the plans - the proposals would also rewrite the Premier League's current voting structure.

At present each club has an equal status and that means any new rules or regulations require the support of at least two-thirds of clubs (14) to pass.

Nine clubs would be given 'special voting rights' on certain issues, based on their longevity in the Premier League - currently that is Liverpool, Manchester United, Manchester City, Arsenal, Chelsea, Tottenham, Everton, Southampton and West Ham.

A transfer of power would open the door for those clubs to control broadcast contracts, financial rules and even the power to veto takeover bids at rival clubs.

'Supportive' or an 'unashamed power grab' - fans' perspective

Peter Collins: I am supportive of money cascading down the pyramid. I don't mind the Premier League cutting to 18 teams (although a shame). Similar with Community Shield, and EFL Cup, although would prefer to retain EFL Cup for non-European competition competing teams. Don't change the voting system. Please. Keep it fair.

Matt Canning: The proposals from Liverpool and Man Utd are disgraceful, they don't even come close. Removal of parachute payments will mean promoted clubs would not be able to attract players due to the risk of being relegated and no longer being able to afford their wages.

Mike Woods: A lot of the proposals make sense, but it would be silly to miss out on a chance to make further change. With so many clubs struggling financially, EFL should look at scrapping League One and Two and replacing them with separate North and South divisions.

Matt Deeks: Why don't we form a six-team Super League for the top six to play each other and exclude them from the PL? The PL will be way more competitive and fairer as the top six, and their billions of spending, will not be contending the trophy. Then give the TV money to the EFL.

Kieran C: Anyone that thinks it's OK that established successful clubs have the power to veto takeovers of those trying to improve their circumstances does not have the interest of the game at heart.

Will: It's an unashamed power grab by those clubs with the most money and laughs in the face of democracy. How about a 10% transfer tax, with money going to EFL clubs that need it the most?

Analysis
Kieran Maguire, football finance expert on BBC Radio 5 live

People have been negotiating this deal for three years so it's not a response to Covid - this has been coming, but Covid-19 is a Trojan horse for the introduction of these proposals.

Some people are trying to promote this as Manchester United and Liverpool being a combination of Father Christmas and Mother Teresa, but that's not the case as they are the clubs that will benefit the most financially from this.

They will be able to sell lucrative rights themselves, have the benefit of an expanded Champions League and also be able to go on lucrative pre-season international friendly tours.

There's no doubt major clubs in Europe are pushing for some changes to the Champions League and they are scheduled to come in between 2024 and 2025.

Any opportunity for Premier League clubs to play more matches [in the Champions League] is simply impossible with 20 teams in the Premier League, the Carabao Cup, the FA Cup and the Community Shield. This is a way to clear space for an extended European competition, which would benefit those clubs.

The claim that this would benefit the England team is absolutely nonsense. Players will not be playing fewer fixtures, just fewer Premier League fixtures.

曼聯利物浦聯手飛起英超賽會推動改革 英國球壇勢變天
曼聯和利物浦等6家英超球會推動英國本土賽事改革,獲EFL出面支持。


據英國傳媒報道,以利物浦和曼聯為首的六支英超球會近日積極推動英格蘭本土賽事的改革方案,包括將英超參賽隊伍由20隊減至18隊、以及取消英聯盃和社區盾賽事等。不過英超賽會隨後發聲明表示反對,指有關計劃將會為英國球壇帶來毀滅性影響。

英國多間傳媒日前透露,利物浦和曼聯連同另外四家英超球會近日積極推動一個名為「Project Big Picture」的計劃,希望能徹底改革英國本土賽事。除了將英超參賽球隊減至18隊和取消英聯盃及社區盾外,亦希望英超由9支歷史最悠久的球會聯合決策,並且根據每支球會過去三季的成績,重新分配每季的英超電視轉播費。假如計劃得以實行的話,各支英超球會將會即時分別向英格蘭足球聯賽會(EFL)及英格蘭足總撥款2.5億鎊和1億鎊,以支援兩個機構的營運,而英超及後每年亦會將年度收入的25%撥予EFL的所屬球會。

有關計劃亦已得到管理較低組別聯賽的EFL公開支持,EFL周一在官網發聲明表示,英超與其他組別聯賽球隊在經濟上的鴻溝已經形成多年,隨著英國球壇今年因武漢肺炎疫情停癒A有關計劃更顯得有逼切性,期望這個計劃能夠重組英國球壇的「金字塔」,長遠振興低組別球隊的營運環境。

不過英超賽會周日已經率先發表聲明,對有關計劃表示反對,認為當中部份建議可能會為英國球壇生態帶來毀滅性影響,並且對EFL主席帕里公開支持計劃表示失望。英超賽會呼籲英國球壇各持份者應作出廣範討論,共同應對在疫情下所受到的衝擊。

利物浦、曼聯勾結削減英超隊數、強化大球會權力 被批評「摧毀足球」|體嘢報道

曼聯和利物浦近日「化敵為友」,聯手密謀發起名為「大藍圖計劃」(Project Big Picture)的英格蘭足球制度革命,倡議將英超隊伍數目縮減至18隊、取消聯賽盃及擴大強隊投票權等多項變革,英國政府和英超賽會立即反對,並揚言計劃完全摧毀足球。

「大藍圖計劃」首先倡議將英超從目前20支球隊參賽減至18隊,並只允許排名最後2隊降班,第16名則與同一屆的英冠第3、第4及第5名球隊爭奪一個下季英超席位。與此同時,聯賽盃和社區盾也將會取消。為了縮小英超和英冠之間的差距,英超將大幅增加金錢援助,不僅將每個賽季獲得的電視轉播費用抽出25%贈予管轄英冠、英甲和英乙聯賽的英格蘭足球聯賽會,讓英超以下三級聯賽球隊瓜分,讓每間英冠球會每季增加1,550萬鎊收入,每間英甲和英乙球會每季也可分別獲得350萬鎊和250萬鎊收入,更立即向英冠、英甲和英乙球隊提供2.5億英鎊解決因為新冠肺炎疫情引致的財政問題,另外亦會提供合共1億英鎊予女子聯賽會、英格蘭足總,彌補英格蘭足球各界在疫情期間的經濟損失。

不過另一方面亦需取消目前的一會一票制,改讓英超參與年期最長的9間球會擁有投票權,若以今季20間英超球會計算,則是所謂「Big 6」球會及修咸頓、韋斯咸和愛華頓擁有。只要當中6間球會投相同票,便足以決定是否讓某新班主候任人入主英超球會、英超行政總裁誰屬和如何重新分配電視轉播收益等爭議議案。另外,「計劃」亦准許英超球會同一時間借出15名球員,並可以最多4名球員外借在同一支球隊,以及作客球迷門票價格上限是每張20鎊。

由於英格蘭足球聯賽會將是「大藍圖計劃」的其中一個最大受益者,所以曾任利物浦行政總裁,又是英超創始推手人之一的聯賽會主席柏利(Rick Parry)公開支持計劃。柏利不僅稱計劃是「前進的路向」,亦預計英冠可以在2022-23年球季承接4支英超降班球隊。亦有消息指柏利為了促成計劃,甚至建議如果「大藍圖計劃」在英超賽會投票遭否決,「Big 6」球隊應該另起爐灶,與英冠各隊自組新聯賽,不過柏利沒有就相關傳聞作出回應。

消息指曼聯班主格拉沙和利物浦班主約翰亨利在3年前已經醞釀「大藍圖計劃」,為了得到更多友會支持,「雙紅」已經在日前與曼城、熱刺、阿仙奴和車路士聯繫,希望爭取「Big 6」所有球會支持推行「計劃」,而車路士主席布克(Bruce Buck)亦已參與相關計劃一段時間。由於「Big 6」球會面臨的處境相近,所以消息指他們基本上同意支持,英冠、英甲和英乙聯賽共72間球會在柏利的影響下亦傾向支持,班士利和費列活(Fleetwood)的領導層已公開表示支持,一名匿名英甲球會領導層更揚言只有「雙紅」才是願意出手幫助他們脫離財困的救世主。當然並非所有英冠球會都願意賣帳,至少有消息指部分有意爭取升上英超的球會對此「非常不高興」,並指責柏利「貪婪」。

最大難關是爭取其餘14間英超球會跟隨支持這個肯定會削弱他們權力,甚至失去英超席位的計劃,目前了解的狀況是其他球會認為這是「敵意收購」,一名匿名英超球會總裁亦表示根本沒有收到任何有關「計劃」的正式諮詢邀請,而且自己更是在《Telegraph》報道中才得悉相關消息,抱怨大球會一向只懂自己霸佔金錢和權力,對友會根本不尊重。

英超賽會得悉「大藍圖計劃」的內容後嚴厲譴責,指「計劃」是破壞足球運動,並認為如果相關人士希望提出建議,便應該循正當途徑討論。賽會亦點名表示對柏利身為英格蘭聯賽會主席,卻公開支持甚至直接參與「計劃」感到失望。

另一方面,英國政府媒體、文化及體育部亦譴責利物浦和曼聯製造「檯底交易」,部門發言人公開聲明表示:「我們對此感到驚訝及失望,在這個風雨飄搖的時候我們促請職業足球的最高層人士同心協力,找出協助低組別聯賽球會的方案,卻有人乘機以檯底交易為最頂層的集團製造閉門利益。可持續、誠信和公平競爭都是最重要的,現在卻有人意圖破壞這些特質。」

Premier League: West Ham are against radical Big Picture plans

West Ham are against radical plans by Liverpool and Manchester United to reform the English football pyramid, according to a club source.

The Project Big Picture proposals have been put together by Liverpool owner John Henry and United co-chairman Joel Glazer.

Everton, Southampton and West Ham would be granted special status in the plans, along with the so-called 'big six'.

However, a Hammers insider has told BBC Sport they are "very much against" it.

It is understood the club were unaware of the proposals, even though they were named in them - and were shocked when they emerged into the public domain on Sunday.

The source said they were of the view Liverpool and United were the instigators but that they had been told talks have been going on since January and what has emerged is the 17th version of the proposal.

The plans also include special status for Arsenal, Chelsea, Manchester City and Tottenham.

A spokesman for Prime Minister Boris Johnson said on Monday the plans would "undermine the trust in football's governance".

"In terms of support for clubs we have been given assurances by the Premier League and English Football League that they have no intention to let any EFL club go bust due to covid and we know they have the means to prevent that from happening within existing mechanisms.


"We strongly urge the Premier League and EFL to continue to work constructively to come up with a package of support for the whole football family."

The 'Project Big Picture' proposals
  • The Premier League cut from 20 to 18 clubs, with the Championship, League One and League Two each retaining 24 teams.
  • The bottom two teams in the Premier League relegated automatically with the 16th-placed team joining the Championship play-offs.
  • The League Cup and Community Shield abolished.
  • Parachute payments scrapped.
  • A £250m rescue fund made immediately available to the EFL & 25% of all future TV deals
  • £100m paid to the FA to make up for lost revenue.
  • Nine clubs given 'special voting rights' on certain issues, based on their extended runs in the Premier League.


The Hammers feel the obvious negatives - the loss of two home games - will hit their finances, while at the same time creating space for more European games and lucrative pre-season friendlies, which would disproportionately benefit the 'big six'.

The plans include reducing the Premier League to 18 clubs and scrapping the EFL Cup.

In return, the EFL would get 25% of all future TV deals, which would be negotiated jointly, plus the £250m bail-out many clubs have been demanding since May.

This is the fourth season in a row where the 'big six' have all qualified for European football. In the past 10 seasons, one of them has missed out on only four occasions.

Over the past decade, West Ham have had two European campaigns, both of which ended during the qualifying rounds. Southampton and Everton have also qualified for Europe twice in the same period.

"The big six are using Covid for a power grab," said the West Ham source. "If this goes through, over time they will just use more and more for themselves."

It is not known what will happen if the plan - which has drawn criticism from supporters' groups, the government and the Premier League executive - is rejected.

The Premier League said "individual proposals" in the plan "could have a damaging impact on the whole game", and that it would continue its own work on a "resolution to the requirement for Covid-19 rescue funding" for the EFL.

However, one theory - which EFL chairman Rick Parry refused to dismiss when questioned specifically about it twice on Sunday - is that the six clubs have been told they could play within the Football League if their Premier League status was threatened.

One source with detailed knowledge of running clubs at both Premier League and EFL level says the plan has merit but the fear of how the 'big six' might rewrite the rule book - potentially including halting relegation or blocking new owners whose investment may threaten their own status - was likely to be regarded as too big a price for many to accept.

'Something needs to be done right now'
Chairman of League Two club Forest Green Rovers, Dale Vince, said he was "positive" and "excited" about a "very well-rounded and fair packet of changes".

"I think it will really put a line under the EFL in terms of financial stability, and in terms of creating a level playing field as well," he told BBC Sport.

"The ending of parachute payments goes hand in hand with that. It distorts competition in the Championship in particular, but that does flow down the EFL as well."

Asked whether the proposal would put too much power in the hands of the 'big six', Vince says the Premier League should adopt a simple majority voting system, where 10 votes would succeed in an 18-team league.

He added: "I don't think there is anything wrong with the timing of this, there is probably everything right with it because something needs to be done right now."

Derby County's chief executive Stephen Pearce told BBC Sport that he does not see the proposals as a "power grab" by the bigger Premier League clubs.

"This actually about how we protect the pyramid as far as I can see," Pearce said. "Looking at it long term, we need financial stability throughout the whole pyramid. We need the controls in place to sort out player wage inflation and everything we talked about previously.

"I think it makes a case that clubs will be able to focus more on making themselves financially sustainable and putting more into the infrastructure of the clubs, into coaching, the grassroots, the academies.

"I think, in the longer term, it will make the competition better and people will see it as a more attractive sporting product that is more competitive."

20 -> 18 teams, 少咗四場, 但季尾又會留意英冠playoff多D. 自己覺得中立, 可能有利Top6隊爭歐聯.

League Cup. 好事. 廢咗的話, 主要考慮中低層聯賽少咗收入, 但如果真係25%電視轉播收入分俾下面的話, 咁又打番和.

Community Shield, 一場就算了, 支持留低.

投票權. 呢點唔支持!! 英超好睇在有得爭, 耐唔耐有次李斯特城奇蹟. 本身已經係富者越富, 仲要搶埋投票權的話, 太一面倒了.

其實坊間對呢件事大部份人都好反感。
尋日我開topic,  搵左幾段報導,由標題到內文都好挑釁性的,曼迷及利迷睇到應該都唔會太舒服,所以我都開到亂左,post 左又發現蘋果寫得溫和d,  又改。
就此睇到一般都係反對聲音多。

尋日我開topic,  搵左幾段報導,由標題到內文都好挑釁性的,曼迷及利迷睇到應該都唔會太舒服,所以我都開到亂左,post 左又發現蘋果寫得溫和d,  又改。

因為踢少兩場加聯賽杯冇好多收入
未計投票比人削權

但英冠以下既
由於受疫情影響
財政情況好差
宜家有人肯科水
250m即時有+25% 未來轉播收益
利字當頭,在商言商也好
事實又真係好多人已經冇左飯碗
英超球隊就底子厚頂到
但低組別個d形勢真係好差

我覺得有d建議原意係好
不過要微調
而投票個part真係最大爭議
但,付出最多既又真係big 6
佢想lam多d特權
係佢地角度講無可厚非

因為當年主流聯賽,

英超差唔多最先擴大規模到二十隊

縮細佐我覺得好可惜

英冠都有二十四隊

個比例有啲奇怪

EFL clubs could 'disappear within five to six weeks' - Leyton Orient chairman

Some EFL clubs will "disappear within five to six weeks" unless they get financial support, says Nigel Travis, chairman of League Two Leyton Orient.

He also said 'Project Big Picture' - a plan by Liverpool and Manchester United to reform the English football pyramid - was a "great proposal".

The idea includes reducing the Premier League to 18 clubs and scrapping the EFL Cup.


In return, the EFL would get 25% of all future TV deals plus a £250m bail-out.

"If clubs don't get something soon you will see clubs disappear, I would predict, within 5-6 weeks," Travis told BBC Radio 5 Live.


But he added: "One thing I need to quash is, this isn't about the pandemic, this is about a crisis in football that goes back many years.

"Before the pandemic, 75% of clubs were losing money - that can't continue. The pandemic has, if you like, exacerbated the problem and we need to get it fixed.

"I know you are talking about 'Project Big Picture' - this is a great proposal as far as we are concerned. It is certainly very promising and clubs need it.

"Something like this has to go through."


The government has agreed a funding package with clubs in the National League, which allowed their season to begin last week behind closed doors, but there has been no support for EFL clubs, with Culture Secretary Oliver Dowden suggesting the Premier League could support lower-league sides.

However, English Football League chairman Rick Parry is backing the controversial proposals and is adamant those behind the plan will not be deterred, despite fierce opposition from the Premier League, government and fans' groups.

Parry also says the Premier League could have come up with its own plan but has failed to do so.

"The real villains here are the government," added Orient chairman Travis. "They've thrown football into a difficult situation. They said the Premier League has to bail out the EFL.

"I understand that but now they are complaining about what is coming out of some creative people.

"Just to be brutally honest, I live in Boston [in the United States]. I know [Liverpool owner] John W Henry.

"He and I have not personally discussed this but I am supportive of the proposal because this is going to save clubs like Leyton Orient and many other clubs in League One and Two.

"The reality is you need to save football and this is the only and best proposal I've seen. The government did a great job with the furlough programme but they've given the EFL no chance other than to negotiate with the Premier League.

"As of a week ago, as far as I know, all the Premier League came up with was £50m - that is not enough.

"The £250m that has been talked about and the 25% share is clearly going to create a sustainable model and that's what we need in football.

"If there are better proposals, I would love to hear them."


Premier League TV deal link is long overdue - Ridsdale
Championship side Derby County's chief executive Stephen Pearce and chairman of League Two club Forest Green Rovers, Dale Vince, have voiced their support for the plan.

Preston owner's representative Peter Ridsdale told BBC Radio Lancashire that his club "broadly welcomes" the proposals while "recognising that there are some elements that still need further talk and debate".

"For two to three years now, we've been advocating a distribution model that recognised that too much of the cash in the game was going to the Premier League and not enough into the Football League," he said.

"Therefore the elements that I've seen that appear to address that, we're in favour of.


"A suggestion that we link ourselves to the Premier League TV media deal is long overdue.

"We can't have a situation where Championship clubs get £7.3m from the Football League and the Premier League and clubs who have been promoted and then relegated benefit from about £170m for one season in the Premier League. That can't be right.

"It means it's difficult for us to compete, we're competing against clubs with parachute payments and it encourages people to overspend, which can't be good for the game."

我諗我最唔想睇到係Top 6反面, 自組聯賽. 好多年前都話過想同Celtics+Rangers組聯賽, 一時又話同歐洲最強的幾隊組聯賽. 強隊互對, 好睇在唔係個個星期都勁對勁, 都好需要對下D中下游, 輕輕鬆鬆睇下愛隊數下糊
