菅直人首相は原子力災害対策特別措置法第15条に基づく原子力緊急事態宣言を初めて発令。北沢俊美防衛相も11日夜、自衛隊に原子力災害派遣命令を出した。同原発付近に航空機部隊などをさらに派遣し、情報収集や住民らの避難・誘導にあたっている。大宮駐屯地の陸自化学防護隊を同原発周辺に出動させた。各被災地に派遣される陸海空３自衛隊は総勢8000人規模となる見通し。 　経済産業省原子力安全・保安院によると、地震で同原発の原子炉が自動停止したが、冷却水を注水するための非常用ディーゼル発電機が稼働せず、現在はバッテリーで動かしている。 　仮に電源を十分、確保できず、炉に穴が開いているなどの問題があると再び温度や圧力の上昇を始める。最悪の場合は炉にひびが入るなどの事態が想定されるが、危険な状況に達するまでには１日余りの猶予があるとしている。
