Uruguay striker Luis Suarez has told FIFA's disciplinary panel that he did not bite Italy defender Giorgio Chiellini when the two sides met in Natal on Tuesday.

Suarez has returned to Uruguay after he was fined, thrown out of the World Cup and hit with a four-month ban from all football-related activity following the incident.

But in a letter to the FIFA panel dated June 25, the Liverpool striker insists his actions during the game have been misinterpreted.

"In no way it happened how you have described, as a bite or intent to bite,” Suarez wrote.

"After the impact ... I lost my balance, making my body unstable and falling on top of my opponent.

"At that moment I hit my face against the player leaving a small bruise on my cheek and a strong pain in my teeth."

But the seven-man panel which met on Wednesday evening dismissed Suarez’s protestations.

The bite was "deliberate, intentional and without provocation," FIFA's disciplinary committee ruling read.

The ruling also confirmed that referee Marco Rodriguez of Mexico, his two assistants and the fourth official all missed the incident.

"I haven't seen the incident because the ball was in another sector of the pitch," Rodriguez wrote in his witness statement.

The disciplinary panel was chaired by former Switzerland international Claudio Sulser and included FIFA members from the Cook Islands, Hong Kong, Pakistan, Panama, South Africa and Singapore.

Uruguay manager Oscar Tabarez has already stated his intention to resign from his role in FIFA's Technical Study Group in protest at a decision which he thinks has made a “scapegoat” of Suarez.

Meanwhile, the Uruguay football federation has now formally appealed against the sanction imposed on Suarez.

FIFA head of media Delia Fischer told a news conference in Rio de Janeiro: "We have received a declaration that they are planning to appeal. They informed us of their intention to appeal yesterday evening.

"The reasons for the appeal must now be given in writing within a deadline of seven days after the three days has expired."

Luis Suarez has issued a statement apologising to Giorgio Chiellini and the "entire football family" for his bite on the Italy defender and promised "there will never again be another incident" like it, while Chiellini has accepted the apology and called on FIFA to reduce the ban.

Suarez issued the apology in English and Spanish on his Twitter account for the incident that led to his four-month ban from football.

The Liverpool and Uruguay forward appeared to bite Italy centre-back Chiellini in the Group D fixture on June 24, the third incident of its kind involving Suarez, but initially denied the accusation and told FIFA that he lost his balance and fell on to his opponent.

He has now been back in Uruguay for a few days and has said sorry to Chilleini, whilst also stressing that he will never be caught up in such controversy again.

His statement said: "After several days of being at home with my family, I have had the opportunity to regain my calm and reflect on the reality of what occurred during the Italy-Uruguay match on 24 June 2014.

"Independent from the fallout and the contradicting declarations that have surfaced during these past days, all of which have been without the intention of interfering with the good performance of my national team, the truth is that my colleague Giorgio Chiellini suffered the physical result of a bite in the collision he suffered with me.

"For this: I deeply regret what occurred. I apologise to Giorgio Chiellini and the entire football family. I vow to the public that there will never again be another incident like this involving me."

Chiellini responded on Twitter within minutes, accepting the apology and calling on FIFA to show leniency to Suarez.

"It's all forgotten," the Italian wrote on Twitter. "I hope FIFA will reduce your suspension."

Uruguayan president Jose Mujica condemned the FIFA decision to ban Suarez from all football activity for four months as "Fascist" whilst other sporting professionals have called for the Liverpool star to have medical intervention and counselling.

Suarez has bitten two other players - Otman Bakkal of PSV Eindhoven and Branislav Ivanovic of Chelsea - in previous matches.

Former Liverpool manager Kenny Dalglish is one of those to have stated that Suarez needs support, and he does not believe the Reds will 'turn their back' on the player.

The Scot said in his Daily Mirror column this week: "It is my belief that when you bring a player to a football club, he becomes your responsibility. You don't just turn you back on a player because he has done something wrong.

"I think you will find that Liverpool will not turn their back on Suarez, whatever the ban FIFA have decided he must serve. Of course it will be a heavy blow if the club has to do without him for the opening months of the season."

Giorgio Chiellini has accepted Luis Suarez's apology after being bitten at the World Cup and called on FIFA to reduce his suspension.

Uruguay striker Suarez has been banned from all football activity for four months, as well as nine international games, after biting Chiellini during the Group D game against Italy.

Suarez returned home after FIFA made their decision and had to watch as Uruguay were knocked out of the tournament in Brazil by Colombia.

Having spent the past few days with his family, Suarez released a statement on Monday to say sorry to Chiellini and promise there will never again be such an incident.

Chiellini responded within an hour to Suarez’s apology, suggesting that it is now time to move on and calling on FIFA to reconsider their punishment.

"It's all forgotten," the Italian wrote on Twitter. "I hope FIFA will reduce your suspension."

Chiellini had called the ban 'excessive' before Suarez apologised, saying that his thoughts were with the player and his family at a difficult time.

"Now inside me there's no feelings of joy, revenge or anger against Suarez for an incident that happened on the pitch and that's done," said the Juventus centre-back earlier in the week.

FIFA have confirmed that the Uruguayan Football Association have appealed against Luis Suarez’s biting ban.

The Liverpool and Uruguay striker was banned from all football-related activity for four months for biting Italy's Giorgio Chiellini during the World Cup.

The Uruguayan FA had until this Sunday to make an appeal against the sanctions ordered after Suarez's bite and the appeal was expected, despite the striker admitting the offence and apologising to Chiellini.

The suspension means he cannot play for any club until the end of October but it does not prevent him having a medical for any possible transfer from Liverpool to Barcelona.

Claudio Sulser, the head of FIFA's disciplinary committee, said: "The player cannot have any activity related to football, but a medical examination for a transfer, yes - the sanction is not linked to transfer rights."

Asked why the committee imposed a ban that damaged Liverpool, Sulser said: "That's your opinion. It's a sanction against the player. That is the risk if you are a player and you are sanctioned at the World Cup.

"I agree with you it's a problem for Liverpool, but the sanction is in the disciplinary regulations."

Sulser added that the Suarez bite was "a very severe case" but that the sanctions - which also included a nine-match international ban and a £66,000 fine - were not to set an example, but for "justice".

"This is still an ongoing case and an appeal has been filed, so I prefer not to give my opinion,” he added.

"When the committee was analysing this case, one thing I mentioned in my capacity as the chairman is we don't need to impose an exemplary sanction, we need to have justice and reached the sanction in a very severe case."
