Chelsea will try to hijack Tottenham’s move for Ross Barkley and hold talks with Everton this weekend, according to The Daily Mirror.

The England midfielder has emerged as a target for the Blues, who are eager to bolster their home grown talent before the transfer window shuts.

Everton manager Ronald Koeman says the board will decide on the future of Ross Barkley, with the club yet to receive an offer for the 23-year-old midfielder.

Asked whether a new contract remains on the table for the England international, Koeman said: "I don't know, we've not spoken about this.

"If Ross is staying then I'm pleased if he stays because it's one more good player in the team. That's a decision by the board."

Chelsea plan to hold talks with Everton over Ross Barkley following their Premier League match at Stamford Bridge on Sunday and have been boosted by the news that Alex Oxlade-Chamberlain has turned down Arsenal’s latest contract offer.

Barkley is one of three English players, along with Alex Oxlade-Chamberlain and Danny Drinkwater, who Chelsea want to sign before the transfer window closes on Thursday.

Tottenham Hotspur are favourites to sign Barkley, but Chelsea are not giving up without a fight and, as long as there are no significant developments beforehand, Sunday provides the perfect opportunity to step up their interest.

Everton owner Farhad Moshiri attended last season’s thrashing at Stamford Bridge and he and chairman Bill Kenwright both live in London.

If they attend Sunday’s game, Chelsea will have the perfect opportunity to try to open negotiations with Everton and make life difficult for Tottenham in their bid to land Barkley.

Spurs are willing to pay £20million, plus £8m in add-ons, for the midfielder despite the fact he is out for around three months with a torn hamstring.

But Chelsea are ready to battle for Barkley, believing he could eventually be one of the signings of the summer, and may yet outbid their London rivals.

Chelsea’s relationship with Everton has been strained ever since the Premier League champions failed with a series of bids for central defender John Stones.

The bad feeling created by the Stones saga did not help Chelsea this summer when they tried to re-sign Romelu Lukaku, only to lose out to Manchester United.

Chelsea will now hope that a face-to-face meeting could improve relations with Everton and help their bid to buy Barkley, who has entered the final 12 months of his contract.

Everton valued Barkley at £50m at the start of the summer, but no club is prepared to pay anywhere close to that figure.

They are hoping a bidding war breaks out between Tottenham and Chelsea before Thursday but are still unlikely to receive an offer over an initial £25m.

Tottenham hope that the attraction of working under manager Mauricio Pochettino, who has a good track record of bringing through English players, will be enough to convince Barkley to snub Chelsea.

Other than planning talks with Everton over Barkley, Chelsea are waiting to hear whether or not Arsenal will allow Oxlade-Chamberlain to join them for about £35m this month.

Having been informed that Oxlade-Chamberlain will not sign a new contract and wants to leave, Arsenal must decide whether to sell him before Thursday or let him leave on a free transfer next summer.

Liverpool retain a strong interest in Oxlade-Chamberlain, but Chelsea are optimistic the England international will pick Stamford Bridge over Anfield.

Chelsea’s frenetic end to the transfer window has stepped up a pace with the Premier League champions lodging a bid for Everton midfielder Ross Barkley.

The offer is believed to be worth around £25million and comes on the back of the £35m bid for Alex Oxlade-Chamberlain. Chelsea will make a third offer for Leicester City’s Danny Drinkwater and are optimistic Swansea City will sanction the sale of striker Fernando Llorente before the transfer window shuts on Thursday night.

Everton originally valued Barkley at £50m at the start of the window, but are aware they will no longer get close to that figure and are now in talks with Chelsea over a deal.

Tottenham Hotspur have held a long-standing interest in Barkley and Everton will now hope they make a counter bid to try to drive the 23-year-old’s price back up.

Despite the fact Barkley is out for around three months with a hamstring injury and is in the final 12 months of his contract, Chelsea want to do a deal in this window.

They have not been put off by the injury, as there is a belief inside Stamford Bridge that, in time, Barkley could prove to be a real bargain.

Spurs believed they were in the driving seat in the chase for Barkley and must now act quickly to make sure they do not lose out to their London rivals.

Everton have rejected a £25m offer from Chelsea for Ross Barkley, but the England midfielder could still leave the club before Thursday's deadline.

Chelsea's offer was below Everton's original £50m price tag - although it is likely this will be reduced as he has only one year left on his contract.

The 23-year-old has turned down a new deal at his boyhood club.

His situation is further complicated by a serious hamstring injury which could keep him out for three months.

Chelsea are expected to return for further discussions and Tottenham, long-time admirers of Barkley, could enter discussions.

Everton must also weigh up whether to take an offer lower than their original price or risk losing Barkley on a free transfer in 12 months.

Exclusive: Ross Barkley turns down chance to join Chelsea after Everton refuse to negotiate with Tottenham

Ross Barkley dramatically turned down the chance to join Chelsea after Everton refused to enter into negotiations with Tottenham Hotspur on a busy transfer deadline day for the Premier League champions.

As Chelsea closed in on Leicester City midfielder Danny Drinkwater and put the finishing touches to the signing of Davide Zappacosta from Torino, Barkley refused to be pushed into a move to Stamford Bridge.

Chelsea agreed a fee of £35 million for Barkley, as Everton had refused to deal with Tottenham on the final day of the transfer window. But Barkley was uncomfortable with having his future dictated by the Toffees and informed Chelsea that he wants to wait until January to make a decision on his next move.

Chelsea will try for Barkley again in the New Year and it remains to be seen whether or not Everton will change their stance and listen to a bid from Tottenham in the next transfer window.

Barkley has already entered the final 12 months of his contract and is unlikely to play again before January after undergoing surgery on his injured hamstring. That means his value will drop dramatically in January, when he will be only six months from being able to leave Everton for nothing.

Everton claimed that Barkley even underwent a Chelsea medical before changing his mind, but sources close to the player insist that is not the case and the 23 year-old never got as far as having a medical.

Just minutes after news of Barkley turning down Chelsea broke, Everton’s majority shareholder Farhad Moshiri said: “The two clubs agreed a deal of £35m, I think personal terms were agreed and after the medical we heard from Paul Martin, his agent, that he (Barkley) changed his mind.

“He wants to reconsider his position during the January window. He is currently injured, so I think technically he will be with us because he is under contract for another year. It is a big surprise, but that is football.”

Asked if Barkley still has a role to play at Everton once he is fit, Moshiri added: “That is the difficulty. The No 10 position is very congested as we have Sigurdsson, Klaasen and Rooney. It is not easy to break into that now, but he (Barkley) is a good player, he is a world-class player but he needs to play.”
