The Blues stopper is set to leave at the end of the season after falling behind No.1 Thibaut Courtois in the Stamford Bridge pecking order.
Arsenal have maintained an interest in the 32-year-old but were wary of whether Chelsea would sell to a direct rival.
But it is understood the club will reward Cech for 11 seasons of loyalty by allowing him to choose his next destination.
Chelsea are looking for ¢G10million for the veteran keeper despite him only having a year remaining on his current deal.
Cech could be open to a move to get more regular first team football and Arsenal would offer him the chance to stay in London where his family are settled.
Belgian Courtois has established himself as Jose Mourinho's first choice goalkeeper this season with Cech left on the sidelines.
Cech has played the role of substitute without complaint but is ready to move on this summer in search of more playing time.
