The experienced central defender has
signed a two-year deal with the Blues after his contract with Wigan expired.
He has been granted a work permit and follows
Arouna Kone in switching to the Blues this summer.
The new Everton chief knows Alcaraz well, having signed him for Wigan from Club Brugge in 2010.
The30-year-old has been an international since 2008 and played in the 2010World Cup before helping Paraguay to the final of the 2011 CopaAmerica.
He made a total of 68 appearances in his three years atthe DW Stadium, although he missed much of the 2012/13 campaign throughinjury.
But he was fit to take his place in the starting line-up for the FA Cup final victory over Manchester City.
Healso netted the only goal of the game against Blackburn Rovers on 7 May2012 - a strike which effectively secured Wigan's Premier League statusand relegated the Ewood Park outfit.
His playing career beganwith Teniente Farina in Paraguay before moving to Racing Club inArgentina. He made the switch to Europe in 2002, first at Fiorentinabefore moving to Beira-Mar in Portugal's top flight.
He spentfour years in Portugal, racking up over 100 appearances as the mainstayof their defence before switching to Club Brugge in 2007.
After three seasons in Belgium Martinez moved to add the 6ft 2ins stopper to his Wigan squad.
Alcarazsoon became a key player for the Latics with his six month absencebecause of a torn groin muscle midway through last season regarded as amajor blow for Martinez's former club in the battle against relegation.
