Martinez has prioritised the signing of a No10 this summer and was keen to bring in Yarmolenko, the Ukrainian international who had terrorised the Blues in the Europa League last season.
But as feared, talks with Kiev have been a challenge and so Everton have made the decision to look elsewhere.
Bernard, a left-footed midfielder, began his career at Atletico Mineiro before moving to Ukraine with Shakhtar in 2013. The Brazil player was named in the squad for the World Cup and played against Croatia, Mexico and Germany.
