基本上歐洲足協擺到明剩係想搵錢,佢見歐聯咁成功,吸引到龐大既轉播費,所以想整個國家隊版既歐聯出黎 cap 水……

火鳳凰:「至於較低組別的聯賽,除了有升降班制度外,亦會決出參加世界盃及歐洲國家盃的資格,取代現時大賽外圍賽的附加賽制度,但各項大賽的外圍賽則會照樣舉行。」
只係低組別會頂外圍賽,高組別球隊既外圍賽會照打……

What is the basic format?

In the UEFA Nations League, the 54 member associations will be divided into four groups based on coefficient rankings. These groups will then be further divided into playing pools of either three or four teams. The teams in each pool play each other home and away between September and December of the season in question, with the group winners either qualifying for the final four competitions or gaining promotion. The bottom sides face relegation from their division.

In addition, the UEFA Nations League will provide teams with another chance to qualify for the UEFA EURO final tournament. Four teams within each group, who have not already qualified for the finals, will qualify for play-offs in March 2020 with one team from each group joining the 20 teams who had qualified via the European Qualifiers.

先係分四大組 (group),然後每個大組再分小組 (3-4 teams playing pools) 比賽……

最後每個小組 (playing pool) 既 winner 如有仲未出線歐洲國家盃的話就有機會參加 playoff 競爭四個額外出線席位,並且可以升班,而每個小組 (playing pool) 既最後一名就會降班……

例如,而家根據 uefa 既 national team 既 coefficient ranking,頭 12隊係︰

呢 12隊會組成一個大組 (group),然後再分 3個小組 (playing pool) 打主客雙循環,點分同抽籤就未講。

每小組 (playing pool) 冠軍會 qualify 去打 playoff,每小組包尾既就會降班。

即係每個大組 (group) 每季有三隊降班,而係對下一個大組有三隊會升上黎……

UEFA Nations League format and schedule approved

The new competition, which will begin from 2018, will feature promotion and relegation, will see a winning team every odd year and will replace most international friendlies, thereby giving added status and appeal to national team football.

The Executive Committee approved that:

• The UEFA Nations League will be played from September to November 2018

• The UEFA EURO 2020 European Qualifiers will be played from March to November 2019

• The subsequent play-offs will be played in March 2020

• The schedule of matches will be played in accordance with the Week of Football concept

In addition, the Executive Committee decided on the following competition structure:

• The UEFA Nations League will be composed of four divisions, with each division divided into four groups of 3–4 teams

• The 54 participating teams are split into four divisions, A–B–C–D, according to their strength

• League A will include the top-ranked teams, League D the lowest-ranked teams

• Leagues A and B will consist of four groups of three teams

• League C will comprise two groups of three teams and two groups of four teams

• League D will be formed by four groups of four teams

• In the first edition of the competition, the participating sides will be classified according to the UEFA national team coefficient rankings (ranking as per 15 November 2017, i.e. conclusion of 2018 FIFA World Cup qualifiers)

• The draw will include the necessary conditions to guarantee the sporting fairness and viability of the competition

• In each division, four group winners are promoted (or play in the Final Four, see below) and four teams are relegated for the next competition to be played in 2020

• The overall UEFA Nations League rankings will determine the composition of the draw pots for the subsequent European Qualifiers

For the Final Four tournament, the Executive Committee approved that:

• The four group winners of UEFA Nations League A will play in a knockout format (semi-finals and final) in June 2019 to become the UEFA Nations League champions

• The semi-final fixtures will be decided by draw

• The venue will be appointed by the UEFA Executive Committee

In relation to the links between the UEFA Nations League and the UEFA EURO, the Executive Committee ratified that:

• The winner and runner-up in each of the ten EURO Qualifiers groups will qualify automatically for the UEFA EURO 2020 final tournament (June 2020)

• The four remaining UEFA EURO 2020 places will be allocated to the winners of play-off matches which will take place in March 2020.
Based on results in the UEFA Nations League, 16 teams will take part in the play-offs and are grouped four by four

• The UEFA EURO 2020 draw will be held after the completion of the UEFA Nations League and allow for the four UEFA Nations League Final Four participants to be drawn into groups of five teams

For the play-offs, the Executive Committee decided that:

• The four group winners in each league qualify (16 teams) for the play-offs

• If winner(s) are already qualified through the European Qualifiers, the next best ranked team(s) within the league qualify for the play-offs

• Play-off slots are dropped down to a lower league if less than four sides remain available for a play-off qualification

• The play-offs will be played in the form of direct elimination (two semi-finals and a final)

In addition, for the 2022 World Cup, the same principles will apply to both the UEFA Nations League and the European Qualifiers, but will be adapted to the number of slots available and final tournament dates.

With UEFA having been requested by the member associations to investigate the future of national team football within the framework of the approved international match calendar, the key driver of the UEFA Nations League is sporting integrity, as member associations, coaches, players and supporters increasingly feel that friendly internationals are not providing adequate sporting competition.

In addition, the competition will help UEFA realise its stated goal of improving the quality and standing of national team football while maintaining the balance between club and international football.

The competition will establish the UEFA Nations League champions every odd year while also allowing all nations to play competitively at their level.

In total, there will be six groups of five teams and four groups of six teams (ten groups in total) playing over ten matchdays (the same number as now).

The winner and runner-up in each of the ten groups will qualify automatically for the UEFA EURO 2020 final tournament (June 2020).

• The four remaining UEFA EURO 2020 places will be allocated to the winners of play-off matches which will take place in March 2020:

- 16 teams will take part in the play-offs and are grouped four by four. Each group plays for one qualification spot.

- Each of the four Nations League divisions receives four play-off qualification positions to be allocated to each of the four group winners within that division.

- If any winners are already qualified through the European Qualifiers, then their play-off position will be allocated to the next best ranked team of the division in question,

taking into account the global ranking within the division, then if necessary to the following division in decreasing order taking into consideration the global ranking of the relevant division.

- The four teams in each division will play two one-off semi-finals and one one-off 'final' to determine each of the four play-off winners.




Will qualifying for the UEFA EURO change?

The changes to UEFA EURO qualifying make it more streamlined.

The equation is now simple: 10 groups with the top two teams in each group qualifying automatically with other 4 places being awarded to UEFA Nations League play-off winners.

But the key principle of the qualifiers remains, that every team can play every team.

What are the advantages for national associations and teams?

National associations and coaches in consultations with UEFA revealed that they feel that friendly internationals are not providing adequate sporting competition.

The UEFA Nations League creates more meaningful and competitive matches for teams and a dedicated calendar and structure for national team football.

Top teams can also aspire to take part in the final four competitions, a new top-level event.

For middle-ranking and small nations, the UEFA Nations League will provide an extra way to qualify for UEFA EURO final tournaments.

Lower-tier nations − the bottom 16 in rankings − are now guaranteed one of the 24 qualifying slots for UEFA EURO.

Lower-ranking teams who have struggled against teams ranked considerably higher than them will now get the chance to take part in balanced matches.

Teams do not learn and progress by repeatedly losing; now some teams will start winning.

While the UEFA Nations League will replace most friendly internationals, there will still be space in the calendar for friendlies,

especially for top teams who may want to play teams from outside Europe as they will be in groups of three teams.

Associations and teams benefit from clarity of the fixture calendar, and there is now a clear buffer between the end of UEFA EURO and FIFA World Cup, and vice-versa, and stability of income.

What are the advantages for supporters?

Supporters more than most realise that most friendlies fail to provide competitive and meaningful football. Now they will get the chance to see their teams play in more competitive matches, take part in a new competition and get a second chance to qualify for the major tournaments.

In every even year there are FIFA World Cup or UEFA EURO winners; now in every odd year there will be a UEFA Nations League champion. Football is about competition and now, just like in club football, there will be a national team champions at the end of every season.

Will this mean more demands on players and clubs?

No; the UEFA Nations League and European Qualifiers will adhere to the existing agreed international match calendar.

UEFA is always keen to preserve the balance between club and international football.

The new competition should, in fact, reduce demands on players and clubs with less travel envisaged for friendly matches while national teams will be playing more consistently at their own level.

With double-header matchweeks, players will even go back to their clubs earlier than is currently the case.

Is this just about generating more revenue?

No, finances are not a driver for the new competition. However, the competition will have the same centralised media rights as have recently been introduced for all European Qualifiers so associations will have even more stability in their income.

Will there be no more friendly internationals?

There will certainly be fewer friendly internationals and undoubtedly fewer meaningless friendlies.

However, there will still be space in the calendar for friendly internationals − particularly warm-up matches for final tournaments.

UEFA is also keen that European teams will still have the chance to play teams from other confederations.
