Manchester City are set to be fined £50m and will have to contest next season's Champions League with a squad size limited to 21 players, after being found guilty of breaching UEFA's financial fair play rules.

Sky sources understand the fine will be payable over three years although City are reportedly contesting the sanctions.

And with City deciding to appeal, the case will now be handed to a panel whose non-negotiable decision will be final.

Full confirmation of the fine and conditions imposed is expected by the end of the week or early next week.

The risk of not agreeing with this decision is that the club could face even stiffer penalties from the CFCB's (UEFA's club financial control board) adjudicatory panel.

The reduction in the size of their Champions League squad however, from 25 to 21, will hit the club hardest, with City having to ensure that there are still eight locally-trained players in their squad.

戲肉應該係球隊總工資不得增加,變相依家曼城PSG每簽一個星級球員就要放一個甚至幾個星級球員

City to learn FFP Punishment

UEFA are expected to make their final announcement on Manchester City's punishment for breaking Financial Fair Play rules later on Monday, according to Sky Sports chief news reporter Bryan Swanson.

The club, owned by billionaire Sheikh Mansour's Abu Dhabi group, is one of nine that has been investigated and will receive sanctions for breaking FFP, along with Paris Saint-Germain.

These sanctions are believed to include a heavy fine and the reduction of their playing squad for next season's Champions League from 25 players to 21.

And the announcement is likely to sour an afternoon of celebration for City, who parade their brand new Premier League title in an open top bus parade in Manchester later on Monday.

Speaking on Sky Sports News, Swanson said: "Today we are expecting, after a really long process, to clarify what will happen once and for all with Manchester City in an announcement later today.

"The expectation is that they'll be heavily fined and the squad for the Champions League will be reduced from 25 players to 21.

"We'll find out today simply because of timing. UEFA have an executive committee meeting tomorrow and the Europa League final is on Wednesday.

"UEFA are keen to push this on and the big question for City that they must decide what they will do; accept the punishment or appeal it.

"But the big issue with an appeal is that it could lead to an even heavier punishment."

Both City and PSG were offered a settlement package by UEFA several weeks ago but negotiations have continued between the governing body and City in the hope of a lesser penalty.

Turkish club Galatasaray plus Russian sides Zenit St Petersburg and Anzhi Makhachkala have failed UEFA's financial fair play rules as well as Manchester City and Paris Saint Germain, it can be revealed.

They are among nine clubs that are being sanctioned for breaching the rules by UEFA's club financial control body, it is understood.

It is believed that UEFA is close to agreeing settlement offers for sanctions with all nine clubs - City have proved the most difficult to secure an agreement - and an announcement on all sanctions could come later on Friday.

As previously revealed, UEFA had made a settlement offer to City of a 60million euro fine over three years, a reduction in their Champions League squad for next season and a salary freeze on that squad.

PSG were made a similar settlement offer but City have been insistent that their rule breaches should not be treated as being of a similar level to the French champions.

City have been pushing hard to have sanctions reduced and wanted their case looked at again by another body as well as the CFCB, and indications are that the club have managed to secure that guarantee.

All the clubs do have the possibility of a final appeal to the Court of Arbitration for Sport.

It is little surprise that Galatasaray, Zenit and Anzhi all failed FFP rules given the level of spending by the clubs in recent years compared to their income.

That spending caused a financial crisis at Anzhi, who were relegated from the Russian top flight earlier this week.

Nine clubs sign settlement agreements

Club Financial Control Body Investigatory Chamber terms have been accepted by nine clubs under investigation in relation to the Financial Fair Play break-even requirement.



The Club Financial Control Body (CFCB) Investigatory Chamber today announced that the nine clubs, for which investigations were opened following non-compliance with Financial Fair Play (FFP) regulations, have individually agreed to settlement agreements.

These agreements are aimed at ensuring each club achieves break-even compliance with minimal delay, and are defined by Articles 14 (1) (b) and 15 of the Procedural Rules governing the CFCB (http://uefa.to/1ekZ94F).

Each of the settlement agreements includes some or all of the following provisions:

Break-even targets: Defined as (i) annual and aggregate break-even results as per individual summary settlements, and/or (ii) restrictions on the level of revenue from sponsorship/inter-company transactions that can be included in a club's future break-even calculation;

Sporting measures: Defined as limitations on (i) the number of players included on the 'A' list related to UEFA competitions, and/or (ii) the registration of newly-transferred players on the 'A' and 'B' squad lists related to UEFA competitions; and/or (iii) employee benefit expenses (total wages and benefits) incurred in the relevant reporting period(s); and

Financial contributions: Defined as money withheld from revenues earned from participation in UEFA competitions (for which the distribution of such money according to an agreed formula shall be communicated at a later date). Such contributions shall not impact future break-even calculations.

The nine clubs for which investigations were conducted by the CFCB Investigatory Chamber are: Bursaspor (TUR), FC Anji Makhachkala (RUS), FC Rubin Kazan (RUS), FC Zenit (RUS), Galatasaray AŞ (TUR), Manchester City FC (ENG), Paris Saint-Germain (FRA), PFC Levski Sofia (BUL) and Trabzonspor AŞ (TUR).

The individual summary settlements (in English only) are available on UEFA.org (http://uefa.to/1gaQjKo).

Each club will be subject to ongoing monitoring, and any case of non-compliance with the terms of their agreement will be automatically referred to the CFCB Adjudicatory Chamber as per Article 15 (4) of the Procedural Rules governing the CFCB.

Agreements may be reviewed by the CFCB Adjudicatory Chamber upon the request of the Chairman of the CFCB and/or upon the request of a directly affected party within ten days.

Manchester City fined and squad capped for FFP breach



Manchester City have been fined £49m, £32m of which is suspended,
and can only name a 21-man Champions League squad next season after failing Uefa financial fair play rules.
Another sanction means City can only spend £49m on players this summer, as well as any transfer fees they receive.
And their wage bill for 2014-15 must stay the same as this season.

Paris St-Germain, one of eight other teams to breach the rules, have been handed a similar fine and cap as City.
A City statement  said that they only fielded 21 players in the Champions League this season,
were not planning to spend a net amount of more than £49m on players this summer and expected their wage bill to be lower next season anyway.
"At the heart of discussions is a fundamental disagreement between the club's and Uefa's respective
interpretations of the FFP regulations on players purchased before 2010," it read.
"The club believes it has complied with the FFP regulations on this and all other matters.
"In normal circumstances, the club would wish to pursue its case and present its position through every avenue of recourse.
However, our decision to do so must be balanced against the practical realities for our fans, for our partners and in the interests of the commercial operations of the club."
The statement added that the club expected to be operating without sanction or restriction at the beginning of the 2015-16 season.
Clubs who breached the rules had to reach a deal with Uefa, which City have done, or else take it to an adjudicatory panel in June.

The other clubs guilty of breaking the rules were Russian sides Zenit St Petersburg, Rubin Kazan and Anzhi Makhachkala,
Turkish clubs Galatasaray, Bursaspor and Trabzonspor and Bulgarian club Levski Sofia.
City posted combined losses of almost £149m for the past two seasons - £97m in 2012 and £51.6m in 2013.
Uefa introduced FFP because it fears many clubs are risking their futures by spending beyond their means,
while Uefa president Michel Platini also believes the big spending of some clubs is ruining the game.
PSG's failure to adhere to FFP is understood to stem from the club's controversial contract with the Qatar Tourism Authority.
The contract is said to have been ruled as valid by Uefa but the overall value of the deal - worth up to £165m per year - has been deemed excessive.
PSG are also understood to have argued with Uefa that French income tax levels in France made complying with FFP more difficult.
Sources close to the club say that, over a three-year period, they will pay £163.9m more in wages than an equivalent club based in Germany because of taxation.
Uefa ultimately rejected the club's argument that they have to pay higher gross salaries to attract and keep their star players.
