Real Madrid and Chelsea are both keen to sign Modric and Tottenham chairman Daniel Levy is now willing to sell, if he can negotiate a sizeable fee.
Spurs are close to finalising a £7million deal for Gylfi Sigurdsson, the Hoffenheim midfielder who impressed during a loan spell with Swansea last season, but still want to add another creative player to the squad.
The man they have in mind is Internacional star Oscar and talks are already underway, reports The Times.
Tottenham's scouts know the 20-year-old attacking midfielder well, as they have kept a close eye on his club and international team-mate Leandro Damiao over the past 18 months.
Internacional have put a £20million price tag on Oscar, but White Hart Lane officials hope to negotiate a lower fee, as they developed a close relationship with the Brazilian club during talks to sign Sandro in 2010.
The London club have also been linked with Portugal midfielder Joao Moutinho, who has previously worked with Andre Villas-Boas, the man expected to be named as Tottenham's new manager in the next few days.
